DISCUSSION:
Monttortn9 Program - John Van Houten, of J. J. Van Houten Associates, Inc., has
provided staff a copy of a Draft Aircraft Noise Monitoring Test Plan which will
be put into final draft form following the completion of interviews with the
individual Counctlmembers. This test plan will then be sent to the JWA for
their consideration in the planning of the noise monitoring program.
The test plan is based upon the goals of the noise monitoring program, which
Mr. Van Houten has tentatively established as follows and which will be revised
accordingly following input from the Council:
° Determine the single event noise exposure levels (SENEL) and maximum noise
levels (MNL) within the exterior and interior living spaces of residential
areas affected by the aircraft operations.
° Assist in the establishment of the community noise equivalent level (CNEL)
contours generated by the aircraft oprations.
° Identify the specific contribution of each aircraft type and each air
carrier to the noise exposures within the residential areas.
° Establish the specific contribution of each flight track and/or dispersion
if the flight track to the level of noise exposure within the residential
areas.
° Assist in the determination of the extent of impact (number of homes,
number of people, level of exposure, etc.) caused by the aircraft
operations within the residential areas.

° Determine viable alaternatives in the aircraft operational profile
{aircraft .type, number of operations, time of day, flight tracks, e~c.)
which will reduce the exterior and interior noise impact within the
community.
The Draft Aircraft Noise Monitoring Test Plan may be summarized briefly as
follows:
° Obtain the SENEL and MNL for a statistically significant number of each
type of aircraft on-each flight track affecting the selected measurement
positions.
° Establish the energy average SENEL and MNL for each type of aircraft on
each flight track affecting the measurement positions to within a 90~
confidence lt. mtt of + 1 dB(A).
° CalCulate the CNEL for each measurement position using the operational
profile provided in the EIR and Access Plan for John Wayne Airport, and the
measured data obtained as part of this noise monitoring program.
Council interviews are expected to be completed within the next week or so.
Complaints - Mr. Van Houten and JWA are being provided with copies of all
complaint letters regarding aircraft noise and overflights on an ongoing basis.
Mr. Van Houten will be visiting each complatntant's residence to evaluate its
potential as a monitoring site. He is also plotting the locations of all
complaints on a map to aid in examining the dispersion of flight routes and
noise complaint incidents.
Staff has spoken with Mr. Knox of 13471 Falmouth Place, Tustin, regarding the
incident of August 6, 1987, which he reported to the City. Staff explained the
noise monitoring program to Mr. Knox and also informed him that Mr. Van Houten
would be calling him to arrange a visit to his residence.
JWA Noise Abatement Committee - On October 29, 1987, the Noise. Abatement
Committee held its first meeting in some time. A detailed repor~ of that
meeting will be provided on the next Council agenda (as it occurred after the
agenda deadline for. this meeting); however, items tentatively scheduled for
discussion included:

Planner, Mr. John Van Houten, Noise Consultant and Mr. Jtm Hayes, the City's
designated C~Uzen Representative to the Committee.
