HUSTON, EXECUTIVE DIRECTOR FROM: AUTHORIZATION TO ADVERTISE FOR BIDS FOR CARPETING AND SUBMIT REQUESTS SUBJECT: FOR PROPOSAL FOR VARIOUS 14AINTENANCE AND REPAIR WORK WITHIN THE CIVIC CENTER COMPLEX RECOHNENDATION It is recommended that the Tustin Community Redevelopment Agency at their regular meeting of November 2, 1987 adopt RDA 87-16 directing the Secretary to advertize for bids for carpeting throughout the Civic Center Complex; and to authorize requests for proposal (RFP's) for various maintenance and repair work throughout same. BACKGROUND The 1987-88 adopted budget appropriated funds for the purchase and installation of carpet and various maintenance and repair work thoughout the Civic Center Complex. The carpet will be procured through the formal bid process for which the tentative schedule is: Agency Authorization for Bids ....................... December 7, 1987 The requests for proposals for the various maintenance and repair work will i nc1 ude: a. Purchase and installation of two (2) modular t~ailer units, one for use by the Police Department and one for joint use by :he Engineering and Community Development Departments; b. Re-upholstery of the pub]it seating in the Council Chambers; c. Replace formica and relocate public counter tops of the various departments located within the City Hall building; d. Replace existing doors at the two main public entries ~o the City Hall building; e. Patch and paint as necessary in conjunction with other improvements and where needed in public hallways; Honorable Chairman & Members of The Agency November 2, 1987 Page two f. Replacement of mini-blinds throughout City Hall and Police Department. The tentative schedule for this project is: Agency Authorization for RFPs ....................... November 17, 1987 Agency Award Contract ............................... December 7, 1987 In the 18 months since the original request was formulated and subsequently approved in the 1987-88 budget the scope of work has expanded. For example, the original request for funds for carpeting did not include new carpet for the Police Department and Council Chambers, nor did it include funds to purchase trailer units. The staff report at your December 7, 1987 meeting will include a request for a supplemental appropriation to cover the additional items. As the Agency is aware, the City's architect is preparing plans for the expansion of the Civic Center Complex. This project is not scheduled to commence for approximately three years. Given the increase in staffing as a result of past and current growth, there is an acute shortage of space in the City Hall and the Police Department. Staff has concluded that relocation of counters and the acquisition of trailers will provide the space needed until the Civic Center expansion project is commenced. It is anticipated that after three years of usage, the trailers can be sold for 80% of the purchase price. From an organizational and financial standpoint, purchase of trailers is more cost-effective than other alternatives. William A. Huston Executive Director WAH :ih Attachment: Resolution RDA 87-16 ! RDA. 87-16 2 A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY OF 3 THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR CARPETING IN THE CIVIC CENTER COMPLEX AND 4 DIRECTING THE SECRETARY TO ADVERTISE FOR BIDS 5 WHEREAS, it is the intention of the Redevelopment Agency of the City 6 of Tustin, California to purchase and install carpeting throughout the buildings in the Civic Center Complex, exclusive of the Clifton C. Miller 7 Community Center, and; 8 WHEREAS, the City Manager has presented plans and specifications for said work; 9 NOW, THEREFORE BE IT RESOLVED that the plans and specifications 10 presented by the City Manager be and are hereby approved as the plans and specifications for: 11 CARPETING IN THE CIVIC CENTER COMPLEX 12 BE IT FURTHER RESOLVED that the Secretary is hereby authorized and 12 directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid 14 plans and specifications which said advertisement shall be substantially in the following words and figures to-wit: 15 "NOTICE TO CONTRACTORS" SEALED PROPOSALS will be received at the office of the Tustin 17 'Community Redevelopment Agency Secretary, Tustin City Hall, 300 Centennial Way, Tustin, California, until 10:00 a.m. on the 17th day of 18 November, 1987, at which time they will be publicly opened and read for performing work as follows: 19 CARPETING IN THE CIVIC CENTER COMPLEX 20 Bids are required for the entire work described herein: ] Resolution No. RDA 87-16 Page two 2 3 SCHEDULE OF WORK ITEMS 4 All work shall be constructed in accordance with these specifications and the provisions of the "Standard Specifications" of the State of 5 California and the "Uniform Building Code." 6 1. Remove old and install new Cambray glue down carpet "Mariner" #2903 (or equal) through the City Hall and Police Department 7 (including the lunch room), approximately 2100 square yards. Areas not to be covered with carpet are: the Clifton C. Miller 8 Community Center and the City Manager's offices. The carpet for the Council Chambers and attached Conference Room will be g Cambray glue down carpet (Tyrol ia" #3925 (or equal). 10 2. Patch existing floor as required to obtain a level surface ready to receive the new carpet. 3. Installation of carpet shall be done during non-business 12 hours. The intention is to have the least amount of disruption to functions of the City; i.e., work to be done in the public 13 area shall be started and finished prior to the opening for business day. The carpet in the Council Chambers and attached 14 Conference Room can be laid during the normal working day, provided there is no other scheduled use of the facility by the 15 Ci ry. lO 4. The manufacturer shall submit a delivery date for the carpet with the bid package. 17 5. The contractor shall submit a schedule for the completion of 18 the carpet installation and a seam plan with this bid package. 19 6. Seams in the corridor areas shall be made at the ends of the hallways, not in front of high traffic doorways. 2O 7. Floor carpet covering is required over the fronts and returns 21 of the following counters: 22 a. 31'-6" x 42" In core hallway between Finance & Personnel 23 b. 41' x 42" In Community Services c. 7' x 42" In Engineering 24 d. 7' x 42" In Planning 25 8. The contractor shall be responsible for the removal and replacement of all furniture and fixtures, which now reside on 26 carpet. 27 28 ! Resolution No. RDA 87-16 Page three 8 9. The City forces shall be responsible for removing and replacing the telephone communications in the Police Department dispatch 4 area and computer systems. The contractor shall coordinate via written schedule, indicating the time and date when these 5 services will be required. Should the contractor fail to follow his own written schedule and those City forces are 6 rescheduled, the contractor shall reimburse the City for those funds expended. 10. In the areea of the Council Chambers and the squad room the 8 carpet contractor shall cut the carpet and locate all the screw holds, by using 1/8" wood dowels placed in the screw holes. 9 11. Replace all flat base with cove base. 10 12. Replace the skirt base at the steps in the Council Chambers. 11 13. No bidder 6 may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. 7 The contract will be awarded to the lowest qualified bidder. 8 All work to be done under the direct supervisor of the City Manager, g City of Tustin. 10 All work to be paid for at the unit prices from appropriated monies. II THe Tustin Community Redevelopment Agency has obtained from the Director of Industrial Relations the general prevailing rate o'f per diem 12 wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or 13 type of work needed and a copy of the same is on file in the office of the Agency Secretary.
