SU~IARY: On October 23, 1985, D.G. Associates applied for a sign permit to install a neon wall and monument sign for Fiddlers Three Restaurant. As shown on the attached plans, the monument sign has been rev.ised using a red and white plexiglass face instead of exposed neon. Prior to approval and issuance of the appropriate permits, the signs were installed. The wall sign consists of an off-white background with red neon tubing all of which is covered with a clear plexiglass face. Section 9444i requires that exposed neon tubing may be used as part of an approved design feature. , Corn munity Development Depariment Planning Commission Report Fiddlers Three page two ANALYSIS AND CONCLUSIONS: Unfortunately, the wall sign was installed prior to permit issuance. However, the installation has allowed staff to analyze the appropriateness of neon signing at this location. Currently, Fiddler's Three has three signs posted: (1) plexiglass monument as shown on the attached plans; (2) a wooden sandblasted wall sign near the front entrance; (3) and the neon wall sign shown on the plans. None of these signs are of the same type, but they do incorporate the use of similar colors The overall effect of the neon sign is that of an indiscriminately placed, brightly lighted neon sign. This sign is so different from the other signs that it could not be considered as part of an integrated design feature and should not be allowed. These plans showed the use of exposed neon tubing and staff, after making the necessary comments on the plans, issued a sign permit for face changes without the use of exposed neon tubing. Unfortunately, these signs were installed without regard to our comments. Section 9444i of Tustin's Sign Ordinance requires that exposed tubing may be used as part of an approved design feature. ARALYSIS AND CONCLUSIONS: As shown on the revised plans, Coco's plans to cover both the wall and monument signs with clear plexiglass. This will allow for the same visual effect but reduce maintenance problems frequently associated wi th exposed neon tubing. , Community Development Deparxment ]U~LUU~d~c] lU~uJdoI~A~(] Xl!unuuuJoD oP:d9 aeUUeLd e%~oossv 'eSau~ Xu~dao3 ~eu s~q3 33el~ed su6~s eq3 pu~ aou~J~edd~ udepom edom · pe3~eJ3 s~q ~o~de~xe pu~ do~e3u~ q3oq do~ pe~OLL~ s,o3o3 o~ s,o~o~ mo~ ~eAoeSu~q~ o~, a6ed S,030~ ~Jode~ UO~SS~U~OO fiu~uu~[d2 ACTION AGENDA OF A REGULAR ~ETING OF THE TUSTIN CITY COUNCIL NOVEMBER 4, 1985 7:00 P.M. 7:03 I.
