PROPOSED TRAFFIC SIGNAL AT INTERSECTION OF MOULTON PARKWAY AND
MYFORD ROAD (FILE #2318)
RECOMMENDATION:
It is recommended that the City Council, at their meeting of December 2, 1985,
authorize a supplemental budget appropriation in the amount of $93,500.00 for the
design and construction of a traffic signal at the intersection of Moulton Parkway
and Myford Road.
BACKGROUND:
Myford Road between the AT & SF railroad tracks and Michelle Drive is presently
under construction via a contract being administered by the City of Irvine. This
contract is presently scheduled for completion by April 1, 1986 which will permit
the opening of Myford Road from Moulton Parkway northerly. This roadway will
provide an additional north-south arterial in Tustin and will help to alleviate
the congestion on Red Hill Avenue.
Staff has had some concerns with the configuration of the intersection of Moulton
and Myford in light of the anticipated traffic which will be generated at this
intersection with the opening of this new north-south Myford arterial.
Consequently, we asked our Consulting Traffic Engineer to examine this
intersection. The Traffic Engineer (report attached) recommends that a traffic
signal be installed due to sight distance restrictions. It is staffs contention
that it would be desirable to have this stgnal complete 'and tn operation prior to
the opening of the new Myford north-south arterial.
Following would be a tentative "fast track" schedule for the construction of this
traffic signal if the City Council approves the supplemental budget appropriation
at their meeting of December 2, 1985.
December 2, 1985 ......... City Council approves supplemental budget appropriation
December 16, 1985 ........ Begin design process
January 31, 1986 ......... Complete design
February 3, 1986 ......... City Council authorizes advertising for bids
February 25, 1986 '- ....... Open bids
March 3, 1986 ....... . .... City Council awards contract
*March 24, 1986 ........... Begin construction
June 13, 1986 ............ Complete construction
*The construction period anticipates a 60 day delivery time for signal equipment.

Because it appears that we would not be able to have a signal in operation in time
for the scheduled April 1, 1986 opening of Myford Road, we could take the following
courses of action:
(a) Delay the opening of Myford Road until the signal is in operation.
(b) Install a temporary three-way stop at the intersection until the
signal is in operation.
Option {b) above appears to be the most feasible course of action since option {a)
would require additional expenses for barricades at Myford Road's intersections
with Walnut Avenue and Michelle Drive and no doubt would generate public criticism.

INTERSECTION OF MYFORD EXTENSION WITH MOULTON PARKWAY
Pursuant to your request, I looked at the existing intersection of Myford Road and
Moulton Parkway. The intent of the investigation was to determine future safety
problems that could appear once the Myford extension was completed. Particular
attention was directed toward sight distance restrictions'to vehicles that would
exit Myford onto Moulton Parkway. Your suggestion relative to the signalization
of the intersection was reviewed as well.
I found that a sight distance problem to the southeast will indeed create an
undesirable condition in the future. In addition to the fact that the subject
intersection occurs on the inside of a horizontal curve on Moulton Parkway, the
primary reason for the projected sight distance problem is the bridge railing
located just southeast of Myford Road.
I don't know what the future volume predictions are at this location, but I.doubt
that we would have trouble meeting signal' warrants. On that basis, my
recommendation is consistent with yours in that a signal should be programmed for
this intersection.
