S.B. 821 BICYCLE/PEDESTRIAN FACILITIES PROJECT APPLICATION (1985-86)
RECOMMENDATION:
That the Tustin City Council, at their meeting of December 16, 1985, approve by
adoption of a minute order, the application of SB 821 funds to construct sidewalk
along the northerly side of Service and School Roads between Red Hill Avenue and
Sycamore Avenue; and, to request the Orange County Transportation Commission to
transfer funds allocated to the Nisson Road and McFadden Avenue projects to the
Service and School Roads project.
BACKGROUND:
The current project application is for Fiscal Year 1985-86 for the SB 821 monies
in the amount of $9,286.00. Over the past two years in 1983-84 and 1984-85 the
City has applied and received funds for sidewalk construction along Nisson Road
{$8,634.00) between Red Hill Avenue and Browning Avenue, and along McFadden Avenue
(10,294.00) between Tustin Village Way and Pasadena Avenue. As a result of the
anticipated widening of the Santa Ana Freeway and the reconstruction of the
McFadden Avenue overpass over the Costa Mesa Freeway, staff is suggesting that
these two projects be deleted from the program and the accumulated funds combined
with the 1985-86 proposed project entitled Service Road/School Road Sidewalk.
DISCUSSION:
The proposed 1985-86 project application provides for sidewalk construction along
the southerly and westerly boundaries of Thorman Elementary School and Currie
Intermediate School and adjacent to Service and School Roads. The estimated cost
for this project is $30,188.00. There are sufficient funds in the SB 821 account
to finance this project if the Nisson Road and McFadden Avenue projects are
deleted and the funding directed to the Service/School Road project as follows:

The City should not proceed with the Nisson Road and the McFadden Avenue projects
due to the planned construction which will require demolition and removal of said
sidewalks as a part of the freeway modifications.

The attached application forms must be submitted to the Orange County
Transportation Commission at the earliest possible date. If the Council is
desirous of proceeding with the Service/School Road project and deleting the
Nisson Road and McFadden Avenue projects, it is requested that a City Council
minute order be passed indicating such approval and authorizing the submittal of
the application for all funds available to the City of Tustin for Fiscal Year
1985-86.
