WICK, ASSISTANT CITY ENGINEER TRAFFIC SIGNAL AND DRIVEWAY MODIFICATIONS AT TUSTIN HEIGHTS SHOPPING CENTER ENTRANCE AT IRVINE BOULEVARD AND OLD IRVINE BOULEVARD RECOMMENDATION: It is recommended that the Redevelopment Agency, at their meeting of December 16, 1985, by minute order, indicate their concurrence with proceeding with subject work with R.J. Noble Company as the general contractor and, in addition, appropriate an additional $'10,000.00 in RDA funds to cover increased Agency share costs subject to execution of Agreement between both.parties. BACKGROUND: Staff has been working with the manager/owner of the Tustin Heights Shopping Center to improve subject entrance. Through previous negotiations it was agreed that the Agency would participate in construction costs with the manager/owner acting as the contracting agency. Eighteen thousand four hundred dollars ($18,400.00) in RDA funds were appropriated in the F.Y. '85-'86 Budget as the estimated Agency share of costs. Early in 1985, the Engineering Division prepared plans and specifications for the proposed modifications and turned them over to the owner/manager so that he could obtain bids for the work. Three bids were obtained as follows and as indicated on the attached bid tabulation: Contractor Bid R. J. Noble Company Sully-Miller Contracting Company Allstate Paving Co., Inc. $46,642.67 48,242.25 49,421.15 Although the low bid is $7,139.00 below the Engineer's estimate of $53,782.00, the Agency share has increased from the original anticipated $18,400.00 to $28,212.20 based on the contractor's unit price bid on items that it was previously agreed that the Agency would participate in. In addition, some design changes during the plan preparation contributed to increased Agency costs. DECEMBER 11, 1985 PAGE 2 The new construction provides for a wide radius type driveway entrance with a median divider in the driveway to separate travel lanes. In addition, the travel lanes at the driveway will now line up with the existing travel lanes of Old Irvine and the severe grade differential between the street and the Tustin Heights parking lot has been smoothed out so that vehicles can ingress and egress the driveway without "bottoming out".
