AGENCY APPROVAL OF THE SITE PLAN AND ARCHITECTURAL DESIGN OF A
PROPOSED $,989 SQUARE FOOT RETAIL CENTER
RECOHHENDED ACTION:
It is recommended that the site plan and architectural design of the
proposed center be approved by the adoption of Resolution No. 85-16 with
all conditions of approval contained therein.
SUItlARY:
The Community Development Department has completed a review of the site
plan and architectural design of the proposed retail center. However,
pursuant to the adopted Redevelopment Plan for the area, the final site
plan and design is subject to review and approval of the Redevelopment
Agency. With the exception of specific details noted in the draft
resolution of approval, staff considers the submittal to be complete and
recommends that the Agency approve the project as presented.
ANALYSIS:
The project proponent and staff have met on several occassions to revise
and refine the design of the project. Special emphasis was given to the
concept that the new center should be oriented to allow eastbound traffic
on McFadden visibility to the retail center to the south. This project
also requires, according to Tustin's Master Plan of Arterial Highways, a
ten {10) foot irrevocable offer of dedication along McFadden. Accordingly,
these design concerns will be addressed.
SITE PLAN REVIEW:
As submitted, Independent Development Company has efectively alleviated
potential problems regarding the future widening of McFadden Avenue and
reduced visibility to the center just to the south of this property.

The proposed building orientation allows for a 93' front setback from
McFadden with 22' of landscaping. At the time McFadden Avenue is widened,
there will be a 12' landscape strip remaining. This meets the current
landscaping requirements of Tustin's Development Standards. All parking
requirements have also been met. To maintain visibility for the southerly
retail center, Independent Development Company has provided a 33' setback
from Pasadena Avenue. This area is proposed as a landscaped planter with a
walkway to the southerly retail center. Therefore, visibility to the
existing shops will be maintained while providing for pedestrian access
between the two centers.
ARCHIll[CTURAL DESIGN:
After several revisions to the elevations and building materials to be used
on the proposed project, the design has been upgraded to meet City
standards. Accordingly, the use of arch details along the east, south and
west elevations have been included, the proposed tile mansard has been
wrapped around all exposed elevations, and the proposed sign plan includes
coordinated colors and conforms with Tustin's Sign Ordinance. Taken
together, these features create a Spanish village concept that is a
positive aspect of the proposed development.
CONCLUSIONS:
Staff and the project architect have spent a considerable amount of time
refining the proposed center. As submitted, the site plan and building
design address staff's major concerns and it is recommended that the Agency
approve the project design by the adoption of Resolution No. RDA 85-16 with
the conditions of approval contained therein.

RESOLUTION NO. RDA 85-16
· A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING THE SITE PLAN AND
ARCHITECTURAL DESIGN OF A 5,989 SQUARE FOOT RETAIL SHOPPING
CENTER TO BE LOCATED AT 17102 MCFADDEN AVENUE.
II.
The Community Redevelopment Agency of the City of Tustin, California
hereby resolves as follows:
That pursuant to the adopted South/Central Redevelopment Plan,
the Redevelopment Agency shall approve all site plans and
architectural designs of any project proposed within the
Redevelopment Agency Project Area.
That a proper project submittal has been transmitted to the
Agency on behalf of Independent Development Company for a
proposed 5,989 square foot retail shopping center to be located
at 17102 McFadden Avenue.
That the Agency has reviewed the proposed project and determines
that the center will be compatible with the surrounding area.

That this project is categorically exempt from the requirements
of the California Environmental Quality Act (Section 15102).
The Community Redevelopment Agency of the City of Tustin, California,
hereby approves the site plan and elevations for a 5,989 square foot
retail shopping center {Independent Development Company) to be located
at 17102 McFadden Avenue subject to the following conditions:
Proposed development shall be in accordance wi~h the development
policies adopted by the City Council, Uniform Building Codes as
administered by the Building Official, Fire Code as administered
by the Orange County Fire Marshal and street improvement
requirements as administered by the City Engineer.
A site grading plan shall be required depicting all proposed
finish elevations within the site as well as all existing
elevations of adjacent properties. This grading plan shall be
based upon datum from benchmarks as provided by the Orange County
Surveyor's office.
A civil site plan and profile (if needed) will be required and
must show all proposed improvements within the public
right-of-way and referenced with all applicable City standard
drawings. These improvements will include but not be limited to
the following:
1. Street paving
2. Curb and gutter

All existing facilities such as but not limited to, street
lights, street trees, must be plotted on the civil plan to avoid
conflict with-proposed improvements.
A ten (10) foot irrevocable offer of dedication is required along
McFadden Avenue in compliance with Tustin's Master Plan of
Arterial Highways.
In the event the City has established an Eastern Corridor Fee
Program at the time a building permit is issued, this development
will be required to pay the established fees.
Orange County Sanitation District No. 7 sewer connection fees
will be required at the time a building permit is issued. These
fees are based upon $50.00 per 1,000 sq. ft. of building area
less any previously paid residential fee.
East Orange COunty Water District fees will be required at the
time a building permit is issued. Contact Earl Rowenhorst of
Tustin Water Service for fee amounts.
Continuous 6" concrete curbs shall be provided between landscape
planters and parking spaces and drive aisles.
All roof equipment and vents must be screened from view.
Exterior building materials and colors must be submitted to
the Planning Department for review and approval prior to permit
issuance.
All signs must be approved by the Planning Department prior to
permit issuance in accordance with an approved Master Sign Plan.
A Master Sign Plan shall be submitted to the Community
Development Department prior to issuance of any building permits
for the project.
A complete landscape plan must be submitted and approved prior to
issuance of any building permits for the project.

O. A complete irrigat~-plan is required which should indicate the
following:
1. Point of connection
2. Back flow prevention device(s)
3. Location and types of valves
4. Location and sizes of piping
5. Sprinkler head types and locations
P. All roof drains shall be contained within the exterior building
walls.
