1985/86 ROBERTI-Z'BERG-HARRIS ALLOCATION
RECOMMENDATION:
Approve Resolution No. 86-7 authorizing the application for grant funds under
the Roberti-Z'Berg-Harris Urban Open Space and Recreation Program.
FISCAL IMPACT:
$19,743 in State Grant Funds would be received by the City. A 30 percent local
match would be required; 20 percent by the City and 10 percent from a private
funding source. The City match will be $3,949 and will be included in the
1986/87 budget.
BACKGROUND:
1985/86 State Budget contains $22.5 million for the Roberti-Z'Berg-Harris Urban
Open Space and Recreation Program. The City of Tustin is eligible for $19,743
for the funds that become available July 1, 1986.
The Roberti-Z'Berg-Harris Grant Program requires that the City provide matching
funds totaling 30 percent of the grant amount from non-state sources. In the
past, cities were only required to provide a 25 percent local match. Due to new
legislation, the local match is now to be 30 percent. Of the 30 percent match,
10 percent of the total amount, a total $1,974 is to come from private sources.
The Tustin Area Senior Center fund should easily be able to provide the 10
percent match.
Staff recommends that the grant funds from the Roberti-Z'Berg-Harris Urban Open
Space and Recreation Program be used to fund the construction of the Tustin Area
Multiservice Senior Center. This amount has already been reflected in the
proposed Senior Center funding statements.

RESOLUTION NO. 86-7
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROYING THE APPLICATION FOR GRANT FUNDS
UNDER THE. ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND
RECREATION PROGRAM
WHEREAS, the legislature of the State of California has
enacted the Roberti-Z'Berg-Harris Open Space and Recreation Program,
which provides funds to certain political subdivisions of the State
of California for acquiring lands and for developing facilities to
meet urban recreation needs and;
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibtlilty for the administration of the program
within the state, setting up necessary procedures governing
application by local agencies under the program; and
WHEREAS, said procedures established by the State Department of
Parks and Recreation require the applicant to certify by resolution
the approval of applications before submission of said applications
to the state; and
WHEREAS, said applications contain a certification that the
applicant will comply with all federal, state, and local environ-.
mental, public health, relocation, affirmative action, and clearing-
house requirements and all other appropriate codes, laws and
regulations prior to the expenditure of the grant funds; and
WHEREAS, the project(s) applied for under this program must be
of a high priority and satisfy the most urgent park and recreation
needs with emphasis on unmet needs in the most heavily populated
area
NOW, THEREFORE, BE IT RESOLVED that the Tustin City Council
hereby:
Approves the filing of an application for funding under the
Roberti-Z'Berg-Harris Open Space and Recreation Program; and
Certifies that said agency understands the general provisions
of the agreement; and

Certifies that said agency has or will have sufficient funds to
operate and maintain the project(s) funded under this
program; and
Certifies that said agency has or will have available prior
to commencement of any work on the project(s) included in this
application matching money from a nonstate source; and
Certifies that the projects(s) included in this application
conform to the recreation element of the applicable city or
county general plan; and

Appoints the City Manager as agent of the City of Tusttn to
conduct all negotiations, execute and submit all documents
including but not limited to applications, agreements,
amendments, payment requests, and so on which may be necessary
for the completion of the aforementioned project(s); and
Appoints James G. Rourke, City Attorney, as legal counsel
for said agency with authorization to sign the certification
on page I of application.
