AUTHORIZATION TO ADVERTISE FOR BIDS FOR COLUMBUS TUSTIN ATHLETIC
FIELD #4 RENOVATION - BACKSTOP, DUGOUTS AND SIDE FENCING
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 86-15 approving the
specifications for subject project and directing the City Clerk to advertise for
bids.
BACKGROUND:
Staff was successful in the Regional Con~etfttve Grant Program and in the
Roberti-Z'Berg Block Grant Program in which the City was awarded approximately
$140,000 in grant money for improvements to Columbus Tustln Park. The backstop
and dugouts on field #4 are in great need of replacement.
Cost estimates and job specifications have been received. It is estimated that
to have a new arched, perpendicular backstop,'restructured dugouts, and new side
fencing installed, will cost between $10,000 and $12,000. The project can be
done in three or four days, but it will take three to four weeks to receive the
materials from the manufacturer.
Tabulated below is the tentative schedule for this project:

RESOLUTION NO. 86-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE
COLUMBUS TUSTI~ ATHLETIC FIELD RENOVATION PROJECT AND
DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS.
WHEREAS, it is the intention of the City Council of the City of
Tustin, California to construct Backstop, dugouts and side fencing for
field #4 of Columbus Tustin Park, 17952 Beneta Way, and;
WHEREAS, the Community Services staff has presented specifications
for the construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the specifications presented by
the Community Services staff be and are hereby approved as the
specifications for:
Backstop, dugouts, and side fencing for athletic field #4

BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or
proposals for the provision of such services as specified in the aforesaid
specifications which said advertisement shall be substantially in the
following words and figures to wit:
NOTICE TO VENDORS
Sealed proposals will be received at the office of the City Clerk,
Tustin City Hall, 300 Centennial Way, Tustin, California until 10:00 a.m.
on the 25th of Februar7 at which time they will be publicly opened and
read foF~ormance as follows:
Construction of Athletic Field #4 Backstop, dugouts, and side
fencing.
Bids are required for the entire work described herein:
The work to be done generally consists of furnishing all material,
labor, machinery, supervision, and services necessary to complete the
project. The work involves:
Install Backstop, dugouts, and side fencing for field #4 and other
work as described in the drawings and specifications.
Contractors shall secure all necessary permits and licenses
required for completion of this project.

The foregoing quantities are approximate only being given as a
basis for the con~artson of bids, and the City of Tusttn does not,
expressly or by implication, agree that the actual amount of work will
correspond therewith, but reserves the right to increase or decrease the
amount of any class or portion of the work or to omit portions of the work
as may be deemed necessary or advisable by the Engineer.
Plans, specifications and proposal forms to be used for bidding on
this project can only be obtained by prospective bidders at the office of
the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California,
92680, upon payment of $5.00 per set, which amount shall be non-refundable.
Plans and specifications will be mailed out upon payment of
$7.00 per set, which amount shall be non-refundable.
In conformance with Section 37931 of the Government Code, all bids
shall be presented under sealed cover on the propsal form provided and
accompanied by one of the following forms of bidder's security:
a. Cash.
b. Cashier's check made payable to the City of Tusttn.
c. Certified check made payable to the City of Tustin.
d. Bidder's bond executed by an accredited surety insurer, made
payable to the City of Tustin.
The security shall be in an amount equal to at least ten percent
(lOg) of the amount of the bid. A bid shall not be considered unless one
of the forms of bidder's security is enclosed therewith.
A Security Bond for payment of labor and materials will be required
in the amount of fifty percent (50g) of the estimated total contract price
and a Faithful Performance Bond in the amount of one hundred percent (100g)
of the estimated total contract price in the form attached to the contract
documents. Said bonds shall be issued by a Surety Company rated grade A or
better and Class IX or better by the latest edition of Best's Key Rating
Guide.
The City of Tusttn reserves the right to reject any or all bids,
and/or waive any informality on a bid. Ho bidder may withdraw his bid for
a period of thirty (30) days after the date set for the opening thereof.
The contract will be awarded to the lowest Qualified bidder.
All work to be done under the direct supervision of the City
Engineer, City of Tustin.
All work to be paid for at the unit prices bid from appropriated
monies.
Pursuant to California Government Code Section 4590, the Contractor
will be entitled to post approved securities with the City or an approved
financial institution in order to have the City release funds retained by
the City to ensure performance of the Contract.

The City Council of the City of Tustfn has obtained from the
Director of Industrial Relations the general prevailing rate of per diem
wages and the general prevailing rate for legal holiday and overtime work
in the locality in which the work is to be performed for each craft or type
of work needed and a copy of the same is on file in the office of the City
Clerk.
Not less than said prevailing rates shall be paid to workers
employed on this public works contract as required by Labor Code Sections
1771 and 1774 of the State of California.
The Contractor shall diligently prosecute the work required by this
contract to completion before the expiration of one hundred fifty
calendar days from the date of of contract approval, including project
maintenance for a minimum period of ninety {90) calendar days following
installation of said improvements.
