HomeMy WebLinkAboutRDA TRAFFIC SIGNAL 02-03-86AGEN DATE: JANUARY 29, 1986 REDEVELOPMENT AGENCY NO. 4 2-3-86 Inter- Com TO: FROM: SUBJECT: WILLIAM HUSTON, EXECUTIVE DIRECTOR TUSTIN COMMUNITY REDEVELOPMENT AGENCY (SOUTH-CENTRAL PROJECT AREA) BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER RED HILL AVENUE AND MOULTON PARKWAY/EDINGER STREET TRAFFIC SIGNAL AND INTERSECTION IMPROVEMENTS RECOMMENDATION: That the Tustin Community Redevelopment Agency, at their meeting of February 3, 1986, authorize a supplemental budget appropriation in the amount of $36,000.00 for traffic signal and intersection improvements at the Red Hill Avenue and Moulton Parkway/Edinger Street intersection. BACKGROUND: New development is underway at both the southwesterly and northwesterly corners of the Red Hill Avenue and Moulton Parkway/Edinger Street intersection. Conditions of approval of these developments required certain street and traffic signal improvements related directly to each development. For example, Pacific Bell is responsible for all street improvement requirements adjacent to their property to the centerline of each respective street, Red Hill and Edinger Street, as well as all traffic signal improvements at the southwesterly corner. Rusco Development is responsible for all street improvement requirements adjacent to their property to the centerline of each respective street, Red Hill Avenue and Edinger Street, as well as traffic signal improvements at the northwesterly corner. DISCUSSION: Due to the widening of Red Hill Avenue along the westerly side and Edinger Street along both sides adjacent to each development and the required relocation of traffic signal facilities at the northwesterly and southwesterly corners, it is necessary to modify and supplement certain traffic signal equipment on the easterly side of Red Hill Avenue. This work, which is not part of the developers responsibility, is estimated to be $26,000.00. The coordination of the two separate street improvement projects at each corner may require a delay in placing the final course of asphaltic concrete pavement within the intersection area to obtain a smooth riding surface. ,, J JANUARY 29, 1986 PAGE 2 This intersection work requires the removal of the existing crossgutter (which serves as an adverse impact to riding quality) and several thousand square feet of existing pavement to provide adequate roadway surface drainage and smooth riding surface through the intersection. It is proposed that the City (or Redevelopment Agency) be responsible for the final placement of the asphaltic concrete wearing course over approximately 20,000 square feet of the intersection after each independent development has completed their responsibility of the asphaltic concrete base course. The estimated cost for this portion of the work is $10,OO0.O0. The total required Agency funds for this project is $36,000.00 which will provide the following work: Traffic signal modifications on the easterly side of Red Hill Avenue at Moulton Parkway and 50% of the cost of a new eight phase controller to provide protected left turn movements from all directions. Placement of the final course of asphaltic concrete pavement over approximately 20,000 square feet of the intersection westerly of Red Hill Avenue to provide more positive roadway surface drainage, smoother riding quality and minimal disruption to the motorist utilizing the intersection on a daily basis.
