WICK, ASSISTANT CITY ENGINEER AWARD OF CONTRACT FOR F.Y. ~85-'86 PAVEMENT REHABILITATION AND ASPHALT CONCRETE OVERLAY PROGRAM RECOMMENDATION: It is recommended that the City Council, at their meeting of February 18, 1986, award the contract for subject project to Blair Paving & Planing of Anaheim, California in the amount of $145,575.53 and further to authorize staff to add additional work to the contract in order to utilize all of the funds available for street maintenance. BACKGROUND: Subject project encompasses heater remix and asphalt concrete overlay at the following locations: (1) First Street from the Costa Mesa Freeway to Prospect. (2) Yorba Street from Seventeenth Street to 1,050' ~ north. Sealed bids for this work were opened at 10:00 a.m. on February 11, 1986 and were received as follows: Contractor Business Location Bid Blair Paving & Planing Sully-Miller Contracting Co. R. J. Noble Company Industrial Asphalt Griffith Company Anaheim, California Orange, California Orange, California Irwindale, California Santa Ana, California $145,575.53 151,493.28 152,506.26 154,004.64 161,617.14 The low bid is $37,424.47 or 20.45% below the engineer's estimate of $183,000.00. There is presently $'181,000.00 + remaining in the F.Y. '85-'86 Budget for this project. In addition, the City--has received another $140,000.00 in SB 300 funds for street maintenance which must be expended prior to the end of this fiscal year. Staff has received confirmation from the City Attorney's office that the City has the authority to add additional work to this contract in order to expend the additional $140,000.00, thus precluding any possibility of delay in expending these funds. FEBRUARY 11, 1986 PAGE 2 In accordance with the City's Five Year Pavement Maintenance Program, staff has selected four additional locations for performing heater remix and asphalt concrete overlay as follows: (1) Irvine Blvd. from the Costa Mesa Freeway to Yorba (2) Amaganset from Yorba to Acacia (3) Acacia from cul-de-sac north of Jacaranda to cul-de-sac south of Jacaranda (4) Red Hill from Edinger to Valencia Based on the low bid, the total cost of the added four locations above amounts to $132,750.00.
