Chief of Police Frontier Park In the Council meeting of February 3, 1986, the police department was asked to address problems in Frontier Park. These problems were brought to light by Mr. David McMahon, 14092 Woodlawn, during the public concerns portion of the meeting. These concerns included: 1. People sleeping in the fort at night, and ' 2. Lack of visible police patrol. During the period from February 2, 1986, through. February 24, 1986, the department has responded to sixteen calls for sevice in or near Frontier Park. Forty-three special patrol checks were made of the area. Two arrests were made in the park, one for warrants and one for being drunk in public. During this period of time, there was a total of two alcohol related incidents in the park. Consideration has been given to imposing an earlier park curfew on this particular park. It is the opinion of the department that this would'not serve significant purpose in that relatively few calls for service or incidents have occurred during the hours of darkness. The vast majority of our calls for service in ~his area do occur during the daylight hours, 13 vs. 3 at night. This seems to be a normal amount of activity which indicates patrol officers are frequently in Frontier Park. We are continuing to coordinate our efforts with Mr. McMahon and the needs of the neighborhood. Patrol checks will continue. ~Chief of p~ice~ CRT:dh 'AGENDA TO: FROM: SUBJECT: Bill Huston, City Manager Director of Community and Administrative Services FRONTIER PARK COMPLAINT: PROGRESS REPORT The Community Services staff has met with Public Works staff and spoken with the City Attorney. We have also been in contact with the Police Department, who is making a progress report .under separate cover. The City Attorney's office (Dan Spradlin) has advised us that they have no copy of the swingset plans and installations. This surprised us as we had been advised that Plaintiff's attorney had obtained manufacturer's specifications. Mr. McMahon, the gentleman who complained at the February 3 Council meeting, was surprised to note that the swing had not been replaced by February 6. He was under the impression that the Council had directed the swing be replaced immediately. Susan advised him that the swing could not be replaced until staff had located the manufacturer's specifications so the swing could be safely installed. Susan Jones and Bob Ledendecker visited the site on February 12 to find a suitable place for the swing. Mr. Ledendecker made some recommendations concerning the location and said that he would have Engineering draw up a plan. Mr. Ledendecker felt that the swing could be replaced by April 1. There are no manufacturer specifications to be found. Staff also received another complaint regarding the park from a Mr. Tony Pagano. He commented that the park was extremely dirty and that there was a drainage problem at the fort in the tiny tot area. He also commented that the vagrants at the park are becoming a serious problem. The Police Department was notified regarding the vagrancy problem and Public Works was notified about the concerns regarding the maintenance of the park. When we informed Mr. McMahon regarding the plans that the swing should be reinstalled by the first part of April, h~ was not satisfied. He also complained that the police had not gotten out of their car when they patrolled the park. He also cited the unsanitary conditions of the restrooms, and how no one would use them even in case of an emergency. The park itself is maintained Dy Public Works Maintenance Department personnel, while the restrooms are maintained by private contract personnel. Frontier Park Complaint: February 26, 1986 Page 2 progress Report Susan Jones shared with Mr. Ledendecker and Mr. West the neighborhood's feelings about the park, the concerns about the broken glass, the disrepair and the unsanitary condition of the restrooms. Hugh stated that the park was visited by his staff on a daily basis and that they could continue to check into it. Staff has received the measurements of the swing and contacted The Wakefield Company to receive specifications for installation. After receiving them, Bob Ledendecker's crews will be installing the swingset the first part of April. Better care will be taken of the restrooms and park in general. RAW/kaw
