O.C.T.D. BUS PASSENGER SHELTER PROGRAM
RECOMMENDED ACTION:
Receive and file.
BACKGROUND:
Staff has received the attached inquiry from the Orange County Transit District
(O.C.T.D.) as to the City's interest in obtaining bus passenger shelters for bus
routes within the City. Two types of shelters are available as follows:
° Shelters furnished by O.C.T.D. via a federal funding program.
Shelters provided by private enterprise in exchange for the display
of advertising. Additional monthly fees for said advertising are also
paid by some companies.
The shelters furnished by O.C.T.D. are furnished at no cost to the City, except
for providing all required right of way needs and on-going maintenance costs.
The shelters furnished by private enterprise would require the City to furnish
right of way needs as well as any electrical utility service. These shelters, in
most cases, require the display of advertising. ·
The City Council has previously opted not to engage in a bus shelter program where
a display of advertising was required, due to our City Code's prohibition of
advertising within the publ'ic right of way.
The O.C,T.D. option of furnishing the shelters through federal funding would allow
for the provision for bus shelters without an advertising display.

SUBJECT: OCTD BUS PASSENGER SHELTER PROGRAM
Would you be interested in obtaining bus passenger shelters for the bus routes
in your Jurisdiction? The Orange County Transit District has obtained addit-
ional federal funding for shelters along OCTD bus routes, whereby the District
could reimburse the city for the cost of the shelters. The cities involved in
our program will be permitted to design their own shelters or choose from the
manufactured shelters available.
Throdgh this program, a number of shelter installations have already been
completed as follows:
o City of CoJta Mesa - 31 shelters
o City of Cypress - 8 shelters
o City of Laguna Beach - 3 shelters
o City 9f La Habra - 2 shellers
o City of Los Alamitos - 19 shelters
o City of Orange - 36 shelters
o City of Placentia - 7 shelters
We are aware that several private companies pay a monthly fee to the city if
allowed to install shelters that display advertising. Very often, however,
cities would like shelters at locations that are not of interest to advertis-
ers or by local ordinance prohibit advertising in public rights-of-way. If
this is your situation, and your city does prohibit advertising, or might
consider prohibiting advertising in a particular area, you could be eligible
for the OCTD shelter program in that area.
