RESOLUTION #86-44, IN SUPPORT OF PROPOSITION 43--THE COMMUNITY PARKLANDS ACT OF 1986
RECOMMENDATION:
That Council approve Resolution #86-44 in support of the Community Parklands
Act of 1986, which is Proposition 43 on the June 1986 ballot.
BACKGROUND
Proposition 43, the Community Parklands Act of 1986, will be considered by
the voters of California on June 3 at the primary ejection. This proposition
begins to meet the serious shortfall in funding for local park and recreation
projects and provides a reliable funding source for near future recreation
needs. Over the next 20 years, the state's population is expected to increase
by 7.3 million to a total of 35 million people. And, as Council is aware,
the population of Tustin is expected to increase by 20,000 people with the
development of the Tustin Ranch in the next 10 years. We will have to meet
the recreation and park needs of an increased population. This overwhelming
demand on our local park system demonstrates the need for local park and
recreation projects to continue.
Proposition 43 assures that funds will be distributed on a formula based
upon population. Although the exact funding formula isn't available at
present, the City of Tustin would receive a minimum of $100,000. based on
the current ranges under discussion. Proposition 43 "came to life" as
SB 806, which the Council supported unanimously; it was signed by Governor
Deukmejian and has the endorsement of the League of California Cities, the
California Park and Recreation Society (who sponsored the initial legislation),
the American Association of University Women, the League of Women Voters of
California, the California State Chamber of Commerce, and the California
Taxpayers Association. Peter Ueberroth, who sits on the Board of Directors
of The Irvine Company, was one of the co-signers of the ballot argument in
favor of Proposition 43.
This bond act will especially benefit Tustin, as we have new development coming
in the near future.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA SUPPORTING PROPOSITION 43.
WHEREAS, Proposition 43 places before the voters of California
June 3, 1986, a bond measure to provide funding for parks and recreation,
development, restoration, land acquisition, and other related purposes;
and
WHEREAS, the legislature of the State of California has adopted
and the Governor has signed the Community Parklands Act of 1986
which is know as Proposition 43; and
WHEREAS, parks and recreation programs vastly enhance our environ-
ment and our lives; and
WHEREAS, leisure facilities and open spaces in both urban and rural
areas are a necessity to life, since they have substantial effect on
mental and physical health, economic productivity and social issues;
and
WHEREAS, Proposition 43 would place before the voters of California
a measure to provide financing of a program of acquiring, developing,
or restoring real property for local park and recreational purposes; and
WHEREAS, the proposed program will make available additional, or
augment existing, recreational areas and add or improve facilities in'
and near population centers; and
WHEREAS, enhancement of parks and recreational facilities projects
have a direct economic benefit to our community and the state as a whole;
and moreover, will benefit the health and well being of Californians.
NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED, that the City
Council of the City of Tustin goes on record in support of Proposition 43.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council
held the 7th day of April, 1986.
