Resolution in .Support of the Remote Access Network -
CAL-ID
Recommendation
That Council approve the resolution in support of CAL-ID and
support of the city's share of its cost in the system.
Background
Until recently, fingerprints could be used to solve crimes if the
police already knew the name of the suspect before doing a
fingerprint match. Law enforcement now has'the availability of a
computer that stores fingerprint information, and allows a
remarkably high speed comparison to crime scene prints or prisoner
fingerprints. Local availability of this statewide system is now
available through the Remote Access Network of the California
Identification System (CAL-ID).
This system is described in the informational booklet provided
entitled CAL-ID in Orange County..
What will the system mean to law enforcement in Orange County? It
will permit our police department to run unlimited searches
against a local data base of almost one-half million fingerprint
cards. In Orange County, all fingerprint cards currently in the
Sheriff's files and in the files of other county law enforcement
agencies will be searchable against jail booking and fingerprints
obtained from crime scenes. Past experience has shown that it can
be expected that up 'to 18% of the crimes in Orange County where
latent prints are recovered will now be solved. This will take
more criminals off the street in a more timely fashion and will
increase the amount of stolen property recovered since the
suspects may be. located before they can fence any of the stolen
property.
By participating in the Orange County CAL-ID system, the City of
Tustin is committing to pay an initial and ongoing cost based on
our use of the system. The methodology for computation of this
cost is explained in the informational booklet provided. It is
anticipated that the City of Tustin's cost will be approximately
$3,000 annually. I feel this is more than a fair and just cost to
be borne by the city. The availability of this technological tool
will be a great asset to the citizens of Tustin.

I recommend that the resolution in support of the Remote Access
Network of CAL-ID be adopted. The monies necessary for this
support will be budgeted for in Fiscal Year '86-'87 budget.

RESOLUTION NO. 86-38
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CA,
IN SUPPORT OF THE REMOTE ACCESS NETWORK OF THE CALIFORNIA
IDENTIFICATION SYSTEM (CAL-ID)
WHEREAS, Chapter 1234 Article 3.5 of the 1985 statutes authorizes
participation of California law enforcement in the Remote Access Network
of the California Identification System (Cai-ID), and
WHEREAS, this law appropriates seven million dollars to fund local
implementation of the Remote Access Network, and
WHEREAS, it is acknowledged that the local implementation of Cal-ID
will help solve crimes and provide a safer environment for the citizens of
our City, and
WHEREAS, a local Orange County Remote Access Network Board has been
established to determine the placement of equipment within the County and
the manner of purchase, and
WHEREAS, Section 11112.5 (a) of the Penal Code provides for costs
for equipment purchase, based upon the master'plan approved by the Attorney
General, including State sales tax, freight, insurance and installation,
shall be prorated between the State and local government entity, and
WHEREAS, the State's share shall be 70% (or approximately 1.722
million dollars) and the local government's share will be 30% of those '
costs, and
WHEREAS, Section 11112.5 (d) of the Penal Code provides that local
government shall be responsible for all costs related to site preparation,
equipment maintenance, on-going operational costs, file conversion costs
and enhancements which exceed the basic design specifications of the
California Department of Justice.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Tustin will support its share of the cost of the Orange County Cal-ID
program based upon its use of the program.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin, California, on the 17th day of March, 1986.
