HomeMy WebLinkAboutCC 9 RELINQUISH RIGHTS 4-7-86DATE: MARCH 25, 1986 CONSENT CALENDAR NO, 9 4-7-86 Inter- Com TO: FROM: SUBJECT: WILLIAM HUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER RELINQUISHMENT OF ACCESS RIGHTS TO WALNUT AVENUE RECOMMENDATION: That the Tustin City Council, at their meeting of April 7, 1986, approve the relinquishment of access rights to Walnut Avenue from Tract No. 10815 and authorize the Mayor to execute a Quitclaim Deed for said relinquishment, subject to City approval of a plan for said work. BACKGROUND: The Signal Development 'Company developed the office condominium project (Tract No. 10815) at the northeasterly corner of Walnut Avenue and Jamboree Road. This development is currently addressed on.Chambers Road where all vehicular access is taken. As a condition of Tract No. 8590, the original industrial complex development, ~ll access rights to Walnut Avenue were dedicated to the City. DISCUSSION: Signal Development Company has requested a driveway opening to their development from Walnut Avenue and has requested the City to relinquish vehicular access rights for same. A copy of their request is attached. The location of this requested driveway is shown in red on the attached aerial photo. The proposed access on Walnut Avenue-would be restricted to right turn movements to and from the site and no openings in the median island would be permitted. Staff has reviewed this requested driveway location and we have determined that it will not pose an access problem with Walnut Avenue and would recommend that access rights to Walnut Avenue be relinquished for a distance of 45 lineal feet as shown on the attached aerial photo. If this request is approved by Council, staff will prepare the appropriate Quitclaim Deed to accomplish said relinquishment. The approval of this request should be conditioned to require Signal Development Company to submit a plan indicating all proposed improvements for review and approval by the City. We have been trying to sell this complex since 1981. Some of the problems we have encountered since our purchase have been the following: Our development (office use) did not seem compatible with the majority of uses (Hi-tech/R&D development) within the Irvine Industrial Complex - Tustin~ 2. Jamboree Extension which was supposed to have been construc- ted a few years ago never happenedt Developments in the area took longer than were earlier proposed. When.the Tustin Corporate Center was finally developed, across Walnut from'our complex, we felt this would help to generate traffic and, therefore, give some exposure to the area. One of the physical attributes which was granted to this development but denied to ours was ingress and egress to Walnut. If we were granted this access, I believe we would have been able to generate more interest in our complex. ~[gna'l Deyelopment Corporation Chamber Road Complex February 25, 1986 Page Two Prospective tenants have found it difficult to find our offices since the address is Chambers, not Walnu~ and does not share a well known street identity. I am cognizant that Walnut has a concrete divider at our development; however, if we could be given some consideration for a right-turn only, I feel this could help identify our 'complex through better accessibility.
