SUBJECT:
WILLIAM HUSTON, CITY MANAGER
BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER
PROPOSED STREET NAME CHANGE - IRVINE CENTER DRIVE/MOULTON PARKWAY/
EDINGER AVENUE TO MOULTON PARKWAY
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
At a recent City Counctl meeting, staff was directed to review the feasibility of
the renaming.of Irvine Center Drive/Moulton Parkway/Edinger Avenue to one name,
Moulton Parkway, within the cities of Irvine and Tustin, This roadway extends
from the Laguna Hills/Aliso Viejo areas to the Route 55 (Costa Mesa) Freeway under
three names as follows:
Moulton Parkway -
I rvi ne Center Drive -
Moulton Parkway -
From Oso Parkway northerly to Lake Forest Drive
(Irvine City - County limits). -.
From Lake Forest Drive (Irvtne City limits) to
Harvard &venue (Irvtne - Tusttn City limits).
From Harvard Avenue (Irvine - Tustin City limits)
to Red Hill Avenue.
Edinger Avenue
- From Red Hill Avenue to the Route 55 (Costa Mesa)
Freeway (Tustin - Santa Aha City limits).
The roadway extends westerly of the Route 55 Freeway as Edinger Avenue through
Santa Ana, Fountain Valley; Westminister and Huntington Beach to Pacific Coast
Highway.
DISCUSSION:
Staff feeis the logical westerly breakpoint for street name changes along'this
road would be the Route 55 (Costa Mesa) Freeway which is also the common boundary
between Santa Aha and Tustin.
The segment of Edinger Avenue between the Route 55 Freeway and Red Hill Avenue
contains approximately thirteen businesses that would be affected by the name
change. Staff recommends that this segment of road be renamed from Edinger Avenue
to Moulton Parkway.

The next segment which would require a name change is Irvine Center Drive which
traverses through the City of Irvine from the westerly City boundary to the
southerly boundary of their City. It is not known how many residential and
business parcels would be affected with the proposed name change. It appears that
this name "Irvlne Center Orive" has a direct connection to the City/community
name. It may be difficult for the City of Irvtne to consider a name change.
Staff is requesting direction on which way to proceed with the street naming of
this roadway. It is suggested that the following course of action be authorized:
1. Direct staff to implement a name change from Edtnger Avenue to Moulton
Parkway between the Route 55 (Costa Mesa) Freeway and Red Htll Avenue.
2. Authorize staff to direct a letter to the City of Irvine requesting a
name change from Irvtne Center Drive to Moulton Parkway so as to result
in one continuously named street between Oso Parkway and the Route 55
(Costa Mesa) Freeway.
