AUTHORIZATION TO PURCHASE TWO REGENERATIVE AIR STREET SWEEPERS
RECOMMENDATION:
Request the Tustin City Council, at their regular meeting of April 7, 1986, to
authorize the purchase of two (2) Elgin Crosswind sweepers from Haaker Equipment
Company of Pomona for $202,290.84.
BACKGROUND:
In the 1984-85 Fiscal Budget, the City Council authorized the replacement of the
1978 FMC street sweeper. The City received bids in August of 1984 and rejected
same because of technicalities. At that time, staff requested, Council'to
advertise for sweeper bids at a later date; this request was granted.
In February, 1986, bid packages were mailed to four companies requesting bids on a
regenerative air sweeper. Two companies returned the package and bids were opened
en March 21, 1986. Haaker Equipment Company was the only firm submitting a bid on
a regenerative air machine.
The budget estimate for the sweeper replacement was $115,000.00. Bids were
submitted as follows:
Nlxon Egli (Broom sweeper) Santa Fe Springs
Haaker Equipment (Regenerative air) Pomona
$ 84,147.04
'103,145.42
The apparent low bidder, Nixon Egli, did not conform to requested specifications
in their bid. The bid request was for a regenerative air or vacuum type sweeper
in lieu of the mechanical broom type sweeper as submitted by Nixon Egli.
Staff is requesting that the purchase of two regenerative air type sweepers be
authorized at this time in lieu of the original one sweeper unit for the following
reasons:
The City's existing 1981 FMC sweeper unit is in need of extensive repairs
{$19,000) and is currently scheduled for replacement in 1986-87. {The
equipment lease rate has previously been accelerated to accommodate the
early replacement of this unit).
Delivery on the sweeper units will take six months after award of bid and
it will be in October, 1986 when funding for the second unit will be
officially budgeted.

The purchase of the second unit, at this time, will provide the City with
an additional $2,000 discount on each unit for a total of $4,000 savings.
