HomeMy WebLinkAboutRDA PKG ACCESS 04-07-86 :: :r- REDEVELOPMENT AGENCY AGENDA ~ 4-7-L Inter- Com DATE APRIL 7, 1986 ~ TO: FROM: SUBJECT: HONORABLE CHAIPJqAN AND AGENCY MEHBERS COB~qUNITY DEVELOPHENT DEPARTHENT CONSIDERATION OF PARKING STRUCTURE ACCESS FROIq EL CAHINO REAL In February the City/Agency received a letter and petition from downtown businesses requesting constderaton by the Agency to construct an additional vehicle access ramp to the Steven's Square/City parking structure from E1 Camino Real. At present the City owns a small parcel at 450 E1Camino Real which could logically be used for at-grade parking, an access ramp to the second level or designation as an open courtyard/plaza area.- To date the City/Agency has not adopted a specific policy concerning disposition of its lot on E1 Camino Real. We had been anticipating that the lot could be combined with adjoining property to form a more logical development. Development of the City/Agency owned lot into another access for the parking structure could present problems. Any permanent ramp would preclude major reconstruction or development on adjoining property at 460 E1 Camino Real owned by Una A. Boosey which lies between our property and Jamestown Center. Furthermore, a ramp could adversely affect the privacy of this adjoining property that is at present a residential home. Should the City/Agency wish to proceed and consider alternative uses of our lot the Agency may wish to seek greater analysis of the following ideas and instruct staff to report back: e Construct a vehicle access ramp and pedestrian stairway with accent landscaping. .Pave a g car parking lot with a pedestrian only stairway to parking structure. Should the Agency wish to pursue any of the three options, a comprehensive signing program should also be included to indicate both vehicle and pedestrian ramp locations to the Public parking Structure. Attached is Mr. Phillip K. Cox's letter and suggested site plan previously submitted to the Agency at the time Mr. Cox expressed hit concerns. BOX 10 MYERS FLAT, CA 95554 February 1~, 1986 Mayor Frank Greinke Mayor Pro Tem Donald Saltarelli Councilman Ronald Hoesterey Councilwoman Ursula Kennedy Councilman Richard Edgar City of Tustin 300 Centennial Way Tustin, California 92680 RE: Parking congestion in Central Old Town, Tustin Honorable City Council: A study of the use of the City of Tustin's 81 parking spaces located on the second story of the Stevens Square parking facility revealed that on week days during the mid-morning and mid-afternoon only 13 to 17 vehicles were parked there. At lunch time, the usage would swell to 25 to 40 vehicles. The signs leading to the facility are inconspicuous and tend to create the impression that the facility is not for the general public. Attached photographs confirm my study. Attached are petitions which are signed by 95 people who either own property, own businesses or are employees. There are also signatures from 5 customers who wanted to be included. The area that was canvassed was E1 Camino Real from 3rd Street to 6th Street and one-half block east and west on Main Street in the downtown Tustin area. They represent approximately fifty businesses in that area. The petitions request that better access to the parking structure be provided over the city's lot located on E1 Camino Real. It was interesting to note that most of the people were either not aware of the parking area or they believed that it was private. Attached are drawings showing how the proposed access could be designed. On behalf of my business neighbors and myself, I urge that consideration be given to our request.
