HUSTON, CITY HAMAGER COI~qUNITY DEVELOPHENT DEPARTHENT STATUS I~PORT CONCERNING UPDATE OF CITY'S GENERAL PLAN RECOIqMENDATION: Receive and file. DISCUSSION: At the Council's last meeting on April 7, 1986, Councilman Edgar requested a report concerning the status of our City's General Plan. In particular, Councilman Edgar requested to be informed concerning those remaining elements in need of updating and an estimated date by which they will be completed. Last year state law amended the number of required elements to be included within a city's general plan. While there were previously nine mandatory elements (or chapters) state law has now reduced the mandatory number to seven. The following represents the status of our seven mandatory elements and our one optional element: HOUSING: Adopted in 1984, must be updated every five years. LAND USE: Adopted in 1973, presently updated for East Tustin Specific Plan and periodically amended by Planning Commission and Council to maintain its conformance with existing land uses and property zoning. State legislation adopted since 1973 will require minor changes to this element in the near future. Staff proposes said element will be rewritten by Community Development staff during fiscal year 1986-87. CIRCULATION AMD SCENIC HIGINAYS/BIKENAYS: Adopted in 1986, should be adequate for another eight to ten years. SEISNIC SAFETY: Adopted in 1975, adequately addresses state requirements but could be updated next year. S~UrET~ ELENENT: Adopted in 1978, same status as Seismic Safety. NOISE: Adopted in 1986, adequate for an indefinite period of time. OPEN SPACE AND CONSERVATION: Adopted in 1984, should remain adequate for at least ten more years. RECREATION: Adopted in 1984, an optional element of the General Plan that need not be amended unless the Council deems it necessary. Ctty Counctl Report Apr11 16, 1986 Page t~o This coming year staff will most likely proceed with rewriting the Land Use Element to .reflect all amendments and additions over the past years. Additionally, both Seismic Safety and Safety Element may be combined into one element, pursuant to recent legislation, which staff feels would also be worth pursuing. Should Council have any questions concerning the status of our General Plan or desire copies of any individual elements, I would be pleased to assfst them as necessary.
