AN/U.YSIS: Attached to this memorandum is the Planning Commission staff report which describes the proposed multipurpose senior center. On September 16, 1985, the City Council approved the final Design Development Report and Master Plan for this center and authorized staff to proceed with the construction drawings and specifications. On April 14, 1986, the Planning Commission held a public hearing for this center (Use Permit 86-15) and approved the project by the adoption of Resolution No. 2317. In their motion of approval they unanimously recommended that all city fees be waived for the project. RDA 86-5 A RESOLTUION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CIIT OF TUSTIN, CALIFORNIA, APPROVING THE SITE AND ELEVATION PLANS FOR THE PROPOSED MULTIPURPOSE SENIOR CENTER AT 200 SOUTH "C" STREET. The Community Redevelopment Agency of the City of Tusttn, California hereby resolves as follows: Ae That pursuant to the adopted Town Center Redevelopment Plan the Redevelopment Agency shall approve all site plans and architectural designs of any project proposed within the Redevelopment Agency Project area. That a proper submittal has been transmitted to the Agency on behalf of City of Tusttn for the purposed 17,580 square foot multipurpose senior center at 200 South "C" Street. That the agency has reviewed the proposed project and determines that the proposed project will be compatible with the surrounding area. That a Negative Declaration was previously prepared and approved to comply with the California Environmental Quality Act. That the final development plans shall be reviewed and approved by the Director of Community Development prior to permit issuance subject to the conditions as listed in Planning CommissionResolution No. 2317. BACKGROUND: In October of 1980, the Tusttn Ctty Council created the Sentor Citizens' Coordinating Counctl for the purpose of coordinating all sentor activities. August of 1983 the Sentor Center $teertng Committee was formed to review the need, establish the feasibility and develop a program and scope for the proposed Sentor Center. Zn September of 1985 Parcel Hap 85-270 was ~ecorded which created a parcel of 1.229 acres for thts Sentor Center. Attached to thts report ts a destgn development report whtch was prepared by our ctty consultant, Recreation Systems, Znc., and approved tn concept by Ctty Council. PRO,]ECT ANALYSIS: Thts proposal ts to construct a 17,580 square foot multipurpose senior ctttzen center northerly of the extsttng Tusttn Unlfted School 01strict Administration Building. The floor plans tndtcate classrooms, game room, lounge and work areas with kitchens. ' There ts also a multi-purpose room of 1,200 square feet which can serve 100 people for lunch. Also provided will be an auditorium whtch can accommodate up to 350 people for banquets or meetings. In addttton to ~hose on-s~te spaces there are 42 school dtstrtct spaces available for eventng events plus other (on-street) parking which can be used Jointly wtth the park. The destgn of the butldlng has taken the adjacent park Into consideration. Stnce the project wtll occupy an area greater than the parcel that was acquired from the school district, (100 feet easterly), accommodations are being mede to relocate the barbeque and sand play area to another locatton tn the park. The butldtng has been ortented to face the front parklng lot on "C" Street where office and commercial uses are situated. The rear of the bu~ldtng extends along "B" Street tn an attempt ~o encourage people to use the "C" Street entrance, as to not dtsturb the single-family 'residences along the westerly stde of "B" Street. The proposed elevations show red rooftng ttle wtth off-white stucco walls. The Planntng Commission of the Ctty of Tusttn does hereby resolve as follows: I. The Planning Commission finds and determines as follows: That a proper application, (Use Permit No. 86-15) has been ftled on behalf of the City of Tustin, requesting authorization to construct and operate a Multipurpose Senior Citizen Center of 17,580 square feet at 200 South "C" Street. B. That a publtc hearing was duly called, noticed and held on said application. Ce That estebltshment, maintenance, and operation of the use applied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort, or generel welfare of the persons residing or working in the neighborhood of such proposed use, evidenced by the followtn§ findings: The proposed center is in a compatible location next to a park and the school district administration offices. 2. Sufficient off-street parking will be available because of other shared parking spaces available in the adjacent area. The location of the center will be convenient for it's clients because it is close to senior housing and bus lines. De That the establishment, maintenance, and operation of the use applied for will not be injurious or detrimental to the property and improvements in the neighborhood of the subject property, nor to the general welfare of the City of Tusttn, and should be granted. Proposeddevelopment shall be in accordance with the development poltctes adopted by the City Counctl, Uniform Building Codes ss administered by the Building Official, Fire Code as administered by the Orange County Fire Marshal and street improvement requirements as administered by the City Engineer. Any work required within the public rights of way shall be shown on a separate civil site plan. These improvements would include but not be 1trotted to the following: a. Curb and gutter b. Sidewalks c. Drtveway aprons d. Street light on both ,,B,, and "C" Streets e. Sanitary sewer 'laterals f. Domestic water service A final gradtng plan shall be requtred so as to provide compatibility with the project and adjacent properties/uses. The ftnal site plan shall show the Second Street intersection on the site plan along wtth any other street improvements, subject to the approval of the City Engineer. The final stte plan and butldtng elevations shall be revtewed by the Planning Commission and the Redevelopment Agency for conformance with concept plans. Final plans shall be fully dimensioned Including reference to extsttng lot lines and surrounding school dtstrtct buildings and adjoining Intersection along "C" Street. A stgn plan shall be approved by the Community Development staff prior to permtt Issuance. The type of construction shall be a mtntmum of Type Y-1 hr. and a group of occupancy of A2.1. Designated oversize parking shall be provtded for vans or mtn1 buses. Orange County Sanitation District No. 7 sewer connection fees will be required at the time a building permit is issued. Fee amounts are $50.00/1,000 sq. ft. of building area. East Orange County Water District fees will be required at the time a building permit is issued. Fee amounts can be obtained from Earl Rowenhorst at the Tustin Water Service. Building shall meet the regulations of applicable codes, the Uniform Fire Code, Building Code and the Administrative Code of California Title lg and 24. Should the proposed Senior Citizen Center building cross existing lot lines, a lot line adjustment shall be recorded prior to a certificate of occupancy being issued by the City. Final landscaping plans shall be required for review and approval prior to building permit issuance.
