NUSTON, CITY ~IANAGER FINANCE DEPARTMENT RESOLUTION 86-1 - CHANGES TO FEES AND SERVICE CHARGES FOR llIE DEPARTMENTS OF LEGISLATION, POLICE AND WATER SERVICE BILLXNG RECOMMENDATION Adopt Resolution 86-1 changing various fees and service charges for the departments of Legislation, Police and Water Service Billing. DISCUSSION The fees and service charges addressed in Resolution 86-1 have been identified by the department providing the service as being well below the actual cost born by the City. It has historically been the City Council's policy to avoid a general subsidization of the cost to provide extemporaneous services to the public. We have endeavored to only recover the cost to provide these services, not to contribute to the net revenues of the City. The various departments periodically review the cost of providing services and the charges to offset these costs. If this review indicates that there exists an unreasonable variance between the two)recommended changes are brought to the City Council. The last time a resolution was brought to Council to change fees and service charges was March of 1981. The Tustin Water Service reserves the right to discontinue the service without notice if water is not used for a period of 15 consecutive days. (2) The minimum charge will entitle the customer to the quantity of water which the minimum charge will purchase at the quan- tity rate. (3) Water service under this schedule will be furnished only when surplus water is available and under conditions which will not adversely affect domestic service. The Tustin Water Service will be the sole judge as to the availability of such surplus water. (4) The Tustin Water Servtce will determine the locations at whtch the service ~11 be provided and the conditions govern- lng sald servtce. Water Usage Rates for Unmetered Developments During Construction For each Commercial or Industrial Unit or each Residential Dwelling Unit of a Development $ 10.00 for first two months of con- struction period and $ 5.00 each addi- tional month or portion thereof Special Conditions Applicable to all commercial or industrial units or dwelling units being constructed as part of a total real estate development. $ ? 9 10 11 12 15 14 15 16 17 18 19 ~.0 2.5 Resolution No. 86-1' Page 5 (2) This rate is available only to developers who undertake the construction of all or a substantial portion of the units of a tract or parcel. It does not apply to developers of individual units of a tract or parcel. {3) The water service under this schedule applies only to use of water for.construction of units. It does not apply to water used for landscaping irrigation, model homes, or general tract improvement work. All current charges of the East Orange County Water District for water connection charges adopted April 20, 1978, by Resolution NO. 156 are hereby established. It shall be the responsibility of the City of Tustln Water Service to verify that said charges have been paid prior to permitting any connection to the Tustin Water Service facilities.
