STORAGE OF RECREATIONAL VEHICLES ON PUBLIC ROADWAY - INTRODUCTION
OF ORDINANCE
Recommendation
The City Council approve and have first reading of an ordinance restrict-
ing certain parking of recreational vehicles (RVs) on the public roadway.
Backmround
We are experiencing more and more utilization of the public roadways for
individuals to store their RVs. On the average, we receive one call per
week relative to this problem.
For enforcement purposes, we currently use the 72-hour parking restric-
tion under Tustin City Code Section 5330e. We experience significant
problems in the utilization of this section, because individuals move
their RVs just far enough and in Just enough time to preclude enforcement
of this'72-hour violation.
Section 1 of the attached ordinance adds Section 5340 to the Tustin City
Code, still permitting at least 24 hours of parking on a city street to
assist RV owners in loading or unloading their vehicles. It also causes
a one-half mile restriction to prevent an owner from simply moving a
vehicle a ~hort distance and then storing it again on a public street.
Section 2 adds a subsection to Section 5330 of the Tustin City Code,
prohibiting the use of public streets as a location to store vehicles.
It also implements a one-half mile radius so the owners do not drive
around the block and store the vehicle in the same location again.
Section 3 defines an RV as defined in Health and Safety Code Section
18010.
Ail updates of current ordinances as indicated are necessary for
effective enforcement and elimination of Tustin City .streets becoming
storage lots for RVs.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AMENDING TUSTIN CITY CODE SECTIONS 5340e,
5330e AND SECTION 5311 R~&TIVE TO THE STORAGE OF VEHI-
CLES ON PUBLIC ROADWAYS
The City Council of the City of Tustin, California, does
hereby ordain as follows:
The City Council hereby finds and determines as follows:
WHEREAS, the City has encountered difficulty relative to the
parking and storage of vehicles, including recreational vehicles
and other large vehicles and vehicle accessories on the public
roadways; and
WHEREAS, the City Council has ordered that the Tustin City
Code Section be amended to further regulate the parking and storing
of vehicles, including recreation vehicle, special purpose farm
machinery, boats, trailers, detached vehicles, and other similar
vehicles, within the City so as to facilitate enforcement of the
City Code and to protect the health and safety of the community.
~: Subsection e is hereby added to Section 5340 of
the Tustin City Code to read as follows:
"e.
Storage of Recreation Vehicles and Similar
Vehi cl e s.
No person shall use any public street, highway,
thoroughfare, or alley in any part of the City to
park, store, or cause to be parked or stored, any
recreation vehicle, special purpose farm
machinery, boats, trailers, detached vehicles, and
other similar vehicles. Store, for the purpose of
this subsection, is defined as parking or leaving
unattended any vehicle, specified herein in one
location for a period in excess of twenty-four
(24) consecutive hours. The term 'one location'
shall include any relocation of such vehicle
within a one-half mile radius of any prior parking
location used within the preceding twenty-four
(24') hour period."
~: Subsection e of Section 5330 of the TuStin City
Code is hereby amended to read as follows:
"e. Use of Streets for Storage of Vehicles is
Prohibited.
No person who owns or has possession, custody or
control of any vehicle shall park, store or cause
to be parked or stored any vehicle upon any street

or alley for more than a consecutive period of
seventy-two (72) hours. The provisions of this
subsection do not apply to the storage of recrea-
tion vehicles, special purpose farm machinery,
boats, trailers, detached vehicles, or other
similar vehicles, which vehicles are governed by
Section 5340e. 'Store', for the purpose of this
subsection, is defined as the parking or leaving
unattended anY vehicle in one location for a
period in excess of seventy-two (72) consecutive
hours. The term 'one location' shall include any
relocation of such vehicle within a one-half mile
radius of any prior parking location used within
the preceding seventy-two (72) hour period."
~: Section 5311 of the Tustin City Code is amended
to add the following definition, integrated in alphabetical order,
to read as follows:
"'Recreation Vehicle' shall mean all recreation
vehicles, as defined by Health and Safety Code
Section 18010."
