HomeMy WebLinkAboutOB 2 TRAFFIC CONTROLS 5-5-86TO: FROM: S U BJ ECT: WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTNENT/ENGINEERING DIVISION MAIN STREET TRAFFIC CONTROLS (MAIN STREET AT 'B' STREET INTERSECTION RECOMMENDATION: Staff recommends three separate actions related to the Main Street and "B" Street intersection: A. That the Tustin City Council not authorize a four-way stop sign installation at the subject-intersection. Be That the California Pepper tree at the southwesterly corner be removed and red zones be installed at the easterly and westerly Main Street approaches. C. That a traffic signal not be installed at the subject intersection at this time. BACKGROUND: On April 7, 1986, the City Council considered and approved the installation of a traffic signal at the intersection of Main Street and Pacific Street and, the Tustin Community Redevelopment Agency appropriated funds in the amount of $99,000.00 for said work. The intersection of Main Street and "B" Street was also briefly discusse-d at that meeting, but staff requested that any decisions related to this intersection be continued until such time a current warrant study for a four-way stop sign installation could be completed. DISCUSSION: The warrant studies for both a traffic signal and four-way stop sign installation at Main Street and "B" Street were completed on April 23, 1986 with the following results: ° The intersection meets the warrants for a traffic signal installation but does not meet the warrants for a four-way stop sign installation. In the event a traffic signal is installed at this intersection a four-way stop sign could be installed during the design and construction phase of the traffic signal, but only if a traffic signal is ultimately installed. APRIL 28, 1986 PAGE TWO The City's Consultant Traffic Engineer recommends against the installation of a traffic signal at Main Street and "B" Street. The warrants for a traffic signal installation were barely satisfied. The accident history at this intersection is as follows: 1983 - Three right angle type 1984 - One right angle type 1985 - Four right angle type 1986 to Date - Two right angle type The estimated installation cost of a traffic signal at this intersection is $85,000 with an on-going estimated monthly energy and maintenance cost of $228.00. {Signal energy - $105; Safety light energy - $60; Signal maintenance - $63). The re-investigation of this intersection revealed two areas of concern which have been reported in previous investigations and require action as follows: 1. California Pepper tree on southwesterly corner of Main Street at "B" Street impairs visibility and should be removed. A minimum of 60 feet of red zones should be installed at both the easterly and westerly approaches of Main Street to provide improved visibility for motorists utilizing "B" Street to approach Main Street.
