RECOMMENDATION:

BACKGROUND:
The City Council, at their meeting of April 21, 1986., requested staff study the
feasibility and cost of undergrounding the overhead utilities and the installation
of new street lighting along West Main Street. Staff has completed a very
preliminary study of that portion of Main Street lying between "C" Street and
Pasadena Avenue (extended) for the undergrounding of Edison Company electrical
facilities, Pacific Bell telephone facilities and Communicom cabletelevisien
facilities.
DISCUSSION:
The area being considered for undergrounding along Main Street currently has
marbelite street light standards with underground feed in place at the following
locations:
South side of Main Street between "C" Street and "B" Street.
° South side of Main Street adjacent to the Tustin Greens condominium
development {640-6g0 Main Street).
The two Pacific Street intersections at Main Street will have safety lighting
installed as a part of the planned traffic signal project. There are a total of
nine (9) existing street lights on wood poles which would be credited against any
proposed underground district. This results in an additional estimated
requirement of six street lights.
A preliminary cost-figure for the undergrounding of utilities ranges' from $110 to
$150 per lineal feet. The low range will be utilized in this case due to the
potential for cost savings with the upcoming street reconstruction project on Main
Street between "C" Street and Pacific Street.

A cost estimate for this undergrounding project is as follows:
2,350+ feet of conduit, structure and cable at

In addition to the above cost, each residence along Main Street within the
proposed district will be required to convert their overhead services tO
underground if they are currently served by an overhead facility within Main
Street. The private property conversions could range from $1,200 to $2,500 per
parcel depending upon the complexity of required work. Staff has not had the
opportunity to establish an exact list of properties requiring conversion. This
will be done at a later date if the Council desires to proceed with the project.
It is proposed that any undergrounding along.Main Street would be done with Edison
Co.any Rule 20A allocations. The City currently has a balance of $335,912 as of
January, 1986. This balance will be depleted with a planned project identified as
Newport Avenue Underground Utility District No. 7. The final cost of this prqject
has not yet been determined, but it is estimated to be in excess of $300,000. It
appears that it will take between two and three years for the City to accummulate
adequate Rule 20A funding to complete this project.
