BACKGROUND: The City Council requested staff to study the feasibility and cost of installing marbelite street.lighting standards with underground electrical feed along West Main Street between "C" Street and Pasadena Avenue (extended). It was the intent to prepare a cost estimate to correlate with each of the three phases of the Main Street Reconstruction Project to be funded under the Orange County Unified Tranportation Trust (OCUTT) Program, so that the City Council could consider including the upgrading of the street lighting system as a part of the street reconstruction project. OCUTT funding cannot be utilized for street lighting installations. DISCUSSION: A preliminary estimate of cost was prepared for each of the following phases of street reconstruction: Phase I - From the centerline of "C" Street to the centerline of "A" Street. Phase II - From the centerline of "A" Street to the centerline of Pacific Street {south}. Phase III - From the centerline of Pacific Street {south) to fifty feet westerly of Myrtle Avenue. These cost estimates include the installation of marbelite street light standards, 16,000 lumen high pressure sodium vapor (H.P.S.V.) luminaires and underground electrical feed and, are as follows: Phase I - $10,350 Phase II - $10,340 Phase III - $16,725 Phase I will require three new marbelite street lights and will retire two existing street lights on wood utility poles. The energy cost for the additional light would be billed to the City on a monthly basis at an annual cost of $142.56 (1985 dollars). MAY 12, 1986 PAGE TWO Phase II will require four new marbelite street lights and will retire two existing street lights on wood utility poles. The energy cost for the two additional lights would be billed to the City on a monthly, basis at an annual cost of $285.12 (1985 dollars). Phase III will require no new street lights and will result in no additional energy charges being billed to the City. OCUTT funding for Phase I and Phase II has been approved by the Orange County Transportation Commission (OCTC) and will be available for construction in 1986-87 if the City desires to accelerate the project. Any acceleration of the project by the City would be dependent upon the City's matching share 50% being available. The City's matching share is proposed as follows: 1986-87 $159,000 (Phase I) 1987-88 $ 92,000 (Phase I) It is made up of Senate Bill 300 gas tax monies in the amount of $230,000 and regular gasoline tax revenues in the amount of $21,000 for a total amount of $251,ooo.
