STREET LIGHTING - TUSTIN PLAZA (CARVER DEVELOPMENT)
RECOMMENDATION:
For the meeting of May 19, 1986.
That the Tustin City Council authorize the installation of ten street lights along
Newport Avenue, Main Street and Sixth Street adjacent to Tustin Plaza and that
funding in the amount of $1,390.00 be appropriated in the 1986-87 Budget for
electrical energy and maintenance of said lighting.
BACKGROUND:
As a condition of approval of the Tustin Plaza Development at the southwesterly
corner of Newport Avenue and Main Street, the developer, Carver Development, was
'required to construct certain street improvements along the frontages of all
bordering streets. The Tustin Community Redevelopment Agency is participating in
the cost of these public improvements in the amount of $439,069.00.
DISCUSSION:
The conditioned street improvements include the installation of ten new street
lights as follows:
Newport Avenue - Seven 16,000 lumen H.P.S.V. lights
o Main Street - Two 16,000 lumen H.P.S.V. lights
° Sixth Street - One 5,800 lumen H.P.S.V. light
These ten lights are currently within the boundary of the original Tustin Lighting
District which was formed in 1911 by the County and which is still under the
control/administration of the County of Orange. This District has recently been
renamed and is currently referred to as the Orange County Street Lighting
Maintenance District. Due to a shortfall in funding revenue, as a result of
Proposition 13 and. the County's recent policy of eliminating augmentation funds to
County special districts, the County of Orange is not authorizing any new street
light installations within the subject district if that district is located within
the corporate limits of a City. As a result of this practice, we are unable to
obtain authorization to install street lights along Newport Avenue, Main Street
and Sixth Street adjacent to Tustin Plaza.
The annual energy charges based on 1985 dollars for these ten street lights are as
follows:

TOTAL ANNUAL COST ................ $1,389.12
It has been a long term consideration of the City to assume the
administrative/operational duties of the Orange County Street Lighting Maintenance
District (Tustin Lighting District) within the corporate City limits. It is
proposed that any funding shortfall would be supplemented by an overlay district
such as the 1972 Landscape and Lighting Assessment District. This overlay
district would provide funding for any shortfalls as required.
Prior to any final decisions regarding the City's assumption of the existing
County Lighting District, staff-is requesting Council authorization to authorize
the installation of these ten street lights and that funding be included within
the 1986-87 Budget for energy/maintenance cost of same. These lights are required
for both pedestrian and vehicular safety as they relate to the Tustin Plaza
development and adjacent areas. ,
Within the next few months, staff will be presenting to the City Council a program
for the City to assume these administrative/maintenance duties from the County
which will eliminate the-need for these individual actions such as the ten street
lights related to the Tustin Plaza.
