JULY28,2003 CALL TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL PUBLIC CONCERNS CONSENT CALENDAR APPROVAL OF MINUTES - JULY 14, 2003, PLANNING COMMISSION MEETING. it was moved by Amante, seconded by Pontious, to approve the Consent Calendar. Motion carried 3-0. RESOLUTION NO. 3881 APPROVING DESIGN REVIEW 03-008 AND CONDITIONAL USE PERMIT 03- 007 AUTHORIZING ESTABLISHMENT OF A GARDEN CENTER WITH A 6,400 SQUARE FOOT BUILDING AND 41,007 SQUARE FEET OF OUTDOOR SALES AREA AND THE NUMBER OF REQUIRED PARKING SPACES WITH APPROVAL OF A PARKING DEMAND ANALYSIS. It was moved by Pontious, seconded by Amante, to adopt Resolution No. 3881. Motion carried 3-0. PUBLIC HEARINGS CONTINUED ORDINANCE AMENDING THE CITY OF TUSTIN MUNICIPAL CODE GOVERNING INCENTIVES FOR THE DEVELOPMENT OF AFFORDABLE HOUSING (CODE AMENDMENT 03- 005). THE PROPOSED ORDINANCE NO. 1279 AMENDS TUSTIN CITY CODE ARTICLE 9, CHAPTER 1, GOVERNING INCENTIVES FOR THE Adopted Resolution No. 3882 7:02 p.m. Willkom Jennings Art Bass, applicant Jennings Mr. Bass 7:08 p.m. DEVELOPMENT OF AFFORDABLE HOUSING TO COMPLY WITH THE CALIFORNIA LEGISLATURE'S 2002 AMENDMENT OF GOVERNMENT CODE SECTION 65915 AND TO MAKE OTHER CONFORMING CHANGES TO STATE LAW. RECOMMENDATION: That the Planning Commission continue this item to the August 25, 2003, Planning Commission meeting. It was moved by Amante, seconded by Pontious, to continue this item to the August 25, 2003, Planning Commission meeting. Motion carried 3-0. CONDITIONAL USE PERMIT 03-014 REQUESTING AUTHORIZATION TO ESTABLISH A VETERINARY CLINIC. THIS PROJECT IS LOCATED AT 13011 NEWPORT AVENUE, SUITE 107, IN THE CENTRAL COMMERCIAL (C-2) ZONING DISTRICT. RECOMMENDATION: That the Planning Commission adopt Resolution No. 3882 approving Conditional Use Permit 03-014. The Public Hearing opened. Presented the staff report. Invited the applicant to the lectern. Stated his reasons for choosing to open a high-end veterinary clinic in Tustin; indicated that arrangements have been made for other clinics to except 24-hour-care patients; and, introduced his partner, Bonnie Gracia. Asked where his practice was previously located. Responded in the Orange Park Acres area. The Public Hearing closed. It was moved by Pontious, seconded by Amante, to adopt Resolution No. 3882. Minutes - Planning Commission July 28, 2003 - Page 2 None REGULAR BUSINESS Director reported Director continued Amante Pontious Jennings 7:11 p.m. STAFF CONCERNS REPORT OF ACTIONS TAKEN AT THE JULY 21, 2003, CITY COUNCIL MEETING. Code Amendment 03-005 was continued to the September 2, 2003, City Council meeting. Tentative Parcel Map 2003-131 was approved. Ordinance No. 1278 regarding recreational vehicle storage was adopted. A fee waiver was approved for the 2003 Dinosaur Dash. COMMISSION CONCERNS Indicated he enjoyed today's ceremony at the Base regarding the builder's plan to save many of the trees. Stated the recycling by Habitat for Humanity of windows, appliances, etc., in the former Base housing sets an excellent example. Echoed Commissioner Amante's comments. Added that it is especially gratifying to know the salvageable items will not be going into a landfill. ADJOURNMENT: The next regular meeting of the Planning Commission is scheduled for Monday, August 11, 2003, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
