Motion carried. FANS BE Moved by Councilman Hu~eston, seconded by Council- PURCHASED man Byrd that'two fans be purchased at a maximum cost of $75.00 each. Motion carried. PURCHASE OF Moved by Councilman Byrd, seconded by Council- 4 DRAWER man Sheridan that the Clerk be authorized to LEGAL FILE purchase a~4 drawer legal file for use by the' ADOPTED City Attorney at a cost of approximately $100. Motion carried. JAMESTOWN Moved by Councilman Sheridan, seconded by VILLAGE Councilman Humeaton that a waiver of require- ments for existing plans for a~new building at Jamestown Village, D. Street, Tustin, owner C. T. Gilbreath, be granted and the property changed from ~ir~ Zone '2 to~ Fire Zone 3. Motion carried. PART-TIME Moved by CDuncilman Humeaton, seconded by EMPLOYEE Councilman Mack that the City Clerk be FOR OFFICE authorized to hire a part-time officer WORK worker @ $2.00 per hour for 2 or 3 after- noons per week, as necessary at the dis- cretion of the City Clerk, and at a flat rate of $250.00 to $275.00 per month for one month in the summer. Motion carried. 241 Moved by Councilman Sheridan, seconded by Council- man Humeaton that the Mayor and City Clerk be authorized to sign Quit Claim Deed to the Southern Pacific Railroad Co. and give a letter of intent to abandon certain right of way at the intersection of First Street, Holt Avenue., and NewOort Avenue. KIDD, MAYOR 2~2 MINUTE ORDER OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, SUPPORTING THE PROPOSED RE- VISION OF'THE MAYO-BREED FORMULA ~t a meeting of the. City Council of the City of Tustin, California, held on the 3rd day of April, 1961, the following Motion was made, seconded and duly passed: WHEREAS, true State Highway needs for the Southern Counties group, based on the urgency of traffic demands and the provision of equal Stage-wide traffic service, are in ex- cess of. 60 percent of ,the .State-wide total; and .WHEREAS, the-existi~ng critical traffic congestion, accidents and fatal-ities-in the Southern area must be immediate- ly alleviated; and ]WHEREAS,- the f. ut~ure .economic and socialogical growth and dewelopment of .th,e .13 Southern C~unties is dependent on the construction of an adequat.e hioghwa. y and freeway system, and ~WHEREAS, based on the pertinent indices of population, vehicle~ registration, and assessed evaluation, the 13 Southern Counties provide in excess o-f 60 percent of the State-wide high- way revenue ,- andl P~HEREAS, the antiquated Mayo-Breed~ Formula allocates only 55 percent of the State-wide Highway and Freeway Construction Funds to the South, which curtains the budgeting of urgently needed projects and eliminates a program of equitable future facilities in this area; NOW, THEREFORE, it is moved that the City of Tustin, Calif.ornia, endorses a legislative program to amend the Mayo- Breed Formula.as proposed in Assembly Bill 1320, to provide a minimum of 60 percent of the State Highway Construction Funds to the South, and requests each Board of Supervisors and City Council in the 13 Southern Counties affected to actively support such a program, and further THAT the City Clerk is directed to forward to each Board of Supervisors, each City Council, and each member of the State Degislature, representing the 13 Southern Counties, a copy of this Minute order.
