ACTION
Council should direct staff to prepare a report containing each parcel
receiving service and the amount to be charged each parcel and setting a
hearing date for June 16.
DISCUSSION
The City Council adopted Resolution 84-66 establishing a solid waste
collection fee and assigning the responsibility for collection of this
fee to the City's franchisee. Staff has worked clqsely with the
franchisee and monitored the cost of collection. It has been determined
by staff that the most cost effective method for collection of this fee
is thru the property tax rolls.
The procedure to place the collection on the roll requires preparation
of a report showing the charge for each parcel receiving service; a
public hearing for any protest and the adoption of an ordinance
authorizing the County Assessor to place the charge on the tax roll.
For this first time only we will prepare a notice for each parcel
s~Fi~g the charge that will be placed on the roll.
