SUBJECT: STREET LIGHTING - THIRD STREET
RECOMMENDATION:
For City Council meeting of June 2, 1986.
Authorize installation of one (1) 9,500 lumen high pressure sodium vapor street
light on the south side of Third Street mid-block between E1 Camino Real and
Prospect Avenue at an annual cost of $120.00
BACKGROUND:
At their May 5, 1986 meeting, the Tustin City Council requested staff to
investigate the feasibility of improving the street lighting along Third Street
between E1Camino Real and Prospect Avenue.
DISCUSSION:
There are no street lights existing along either side of Third Street between E1
Camino Real and Prospect Avenue. This distance between these two streets is
approximately 330 feet. At *the mid-point of this block there is an existing wood
utility pole on each side of Third Street with overhead wiring. Either of these
poles could be utilized to install a high pressure sodium vapor {HPSV) luminaire
to serve as an interim stPeet light. The suggested intensity of this luminaire
would be 9,500 lumens. The monthly energy/maintenance cost for this light would be
$10.02, with an annual cost of $120.24. There would be no initial installation
cost due to the fixture being installed on an existing wood utility pole.
This potential street light location is located within the Orange County Street
Lighting Maintenance District {formerly Tustin Lighting District) which is
administered by the County of Orange. The County has informed the City that they
will not authorize any new street light installations within Tustin City limits in
this district due to a shortfall of lighting district funds. In the event this
street light installation is authorized, it will be necessary for the City to
assume all energy/maintenance billing charges until such time the City assumes
administration of the lighting district within its corporate limits and establishes
a supplemental revenue source such as an assessment district to cover the revenue
shortfalls.
