1985/86 REVENUE S~ARING FUNDING ~ECO~ENDATIONS
RECOMMENDATION:
Council to ratify the recommendations of the Revenue Sharing Review Committee
and to authorize Mayor to execute agreements with the successful applicants.
BACKGROUND:
The Revenue Sharing Review Committee has reviewed all applications for 85/86
revenue sharing funding by community non-profit groups. The Committee did an
excellent job in reviewing all the applications, discussing each one's merit,
and making recommendations based on the criteria which the City Council has
approved. Among all the criteria, the following were chosen as most important:
1. The number of Tustin residents served.
2. The specific type of clients served; special emphasis was given
to young people and senior citizens.
3. Other funding sources available to the applicants.
The funding levels as recommended by the Committee for 85/86 are:

COPES, Child or Parent Emergency Services, Inc.

There were several groups who served very few Tustin residents, were not close
to Tustin geographically, and/or had very large budgets to which our sum would
not make a real difference. Groups who received a large portion of their budget
from client fees were not funded as much as others.

A key phrase of the Review Committee has been: "Charity begins at home;" and
staff feels that the Revenue Sharing Review Committee did an outstanding job.
All the members of the Committee are Tustin residents or business people with
experience in the community, as well as with non-profit organizations. They
include: Leslie Pontius, Jeff Kolin, Klm Luce, and Trudy Wilson.
A letter is being prepared to Committee members for the Mayor's signature,
acknowledging them for the time they have given--both at the meeting discussing
and making recommendations and at home and on the telephone researching the
various applications. The Committee is to be commended for a job well done!
Staff anticipates that this is the last application cycle since the federal
government plans to eliminate the Revenue Sharing entitlements in its next
budget.
The recommendations total $20,000, which is the amount the Council had
designated for community non-profit groups.
