MINUTES OF A REGULAR MEETING
TUSTIN CITY COUNCIL
NOVEMBER 21st, 1960
Meeting called to order by Mayor Kidd at 7:35 P. M.
PRESENT : Kidd, Sheridan, Mack, Byrd
ABSENT : Humeston
CITY ATTORNEY: Present
CITY ENGINEER : Present
Moved by Councilman Mack, seconded by Councilman
Byrd, that minutes of November 7th meeting be
approved as mailed and received. Motion carried.
Moved by Councilman Mack, seconded by Councilman
ORD.#I41 Sheridan that Ordinance No. 141, adopting the
1960 edition of the Uniform Traffic Ordinance
of the Ieague of California Cities, be read by
title only. Motion carried unanimously.
Hearing opened on Ordinance No. 141. There being
no objections, hearing was declared closed.
Moved, by Councilman Sheridan, seconded by Councilman
Mack, that Resolution No. 539, approving the 1960
RES. #539 edition of the Uniform Traffic Ordinance, be
passed and adopted. Motion carried by roll call,
all Councilmen present voting Aye.
Moved by Councilman Byrd, seconded by Councilman
ORD. NO. 141 Sheridan, that Ordinance No. 141 be passed and
PASSED & adopted. Motion carried by roll call, all
ADOPTED Councilmen present voting Aye.
Move by Councj!man Mack, seconded by Councilman
ORD. #143 Sheridan, that Ordinance No. 143 adopting new
BUILDING building code, be read by title only. Motion
CODE carried unanimously.
Hearing opened on said Ordinance No 143. There
being no one present with objections the hearing
has declared closed.
Moved by Councilman Sheridan, seconded by Councilman
ORD. 143 Byrd, that Ordinance No. 143 be passed and adopted.
PASSED & Motion carried by roll call, all councilmen
ADOPTED present voting Aye.
Moved by Councilman Sheridan, seconded by Councilman
3 ADDITIONAL Byrd, that 3 additional members be added to the
MEMBERS Tustin Youth Center Board as per request of Mr.
TYC Mack. Motion carried.
Moved by Councilman Byrd, seconded by Councilman
ANNEX. PETIT- Sheridan, that Petition for Annexation of prop-
ION DEFERRED erty bounded in general by 17th St., Holt Ave.,
Prospect Ave. and Tustin City Limits be referred
to the Planning Commission for report and re-
commendations. Motion carried.

Moved by Councilman Mack, seconded by Councilman
Sheridan that Ord.?.~anee No. !S2 have its second
ORD #142 reading by title only. Motion carried unanimously.
Moved by Councilman Sheridan, seconded by Councilman
ORD #142 Humesbon that Ordinance No. 142, an Ordinance of the
SETBACKS City of Tustin, establishing setback line, be
passed and adopted. Motion carried by roll call,
all Councilmen voting Aye.
Ordinance No. 140, and Ordinance of the City of
ORD.#140 Tustin prohibiting the use or possession of
PROHIBITING intoxicating Beverages on or near Public areas,
INTOX. BEV. had its second reading in its entirety.
Moved by Councilman Sheridan, seconded by Councilman
ORD.#140 Mack that said Ordinance No. 140 be passed and
adopted. Motion carried by roll call, all Councilmen
voting Aye.
Clerk proceeded to read Resolution No. 538. Moved by
RES # 538 Councilman Sheridan, seconded by Councilman Byrd that
further reading of said Resolution No, 538, declaring
that proceedings have been initiated by the City
Council of the City of Tustin to annex certain
uninhabited territory, be waived. Motion carried
Unanimous!y.
Moved by Councilman Sheridan, seconded by Councilman
Byrd that Resolution No. 538 be passed and adopted.
Motion carried by roll call, all Councilmen voting
Aye.
Moved by Councilman Humeston, seconded by Council-
Res. No. 540 man Mack that ResoIution No. 540, establishing a
TAXI PARKING Taxi parking zone, be read by title only. Motion
carried unanimously.
Moved by Councilman Mack, seconded by Councilman
Byrd that Resolution No. 540 be passed and adopted.
Motion carried, all councilmen voting Aye.
Moved by Councilman Sheridan, seconded by Councilman
TREES Humeston that Evergreen Ash trees be planted on
MALENA DR. Helena Dr. Motion carried.
Mayor Kidd appointed CounciIman Humeston and
MAN 0F THE Councilman Mack to serve on the nominating com-
YEAR mittee for "Man of the Year".
Moved by Councilman Mack, seconded by Councilman
CONTACTING Byrd that Mr. McBride be appointed by the Mayor
MR. WISE to Contact Mr. Wise and request approximate cost and
rates open for zoning consultation. Motion carried.
Moved by Councilman Byrd, seconded by Councilman Mack
ORD. #144 that Ordinance No. 144, adopting a Master Arterial
MASTER Plan, have its first reading by title only.
ARTERIAL Motion carried unanimously.

Chief appt. Moved by Councilman Mack seconded by
Traffic Eng. Councilman Sheridan, that the Chief of
Police be appointed Traffic Engineer.
Motion carried.
Moved by Councilman Byrd, secondel by Council-
MARCH 0F man Sheridan, that the March of Dimes be
DIMES granted permission to solicit funds in the City
of Tustin. Motion carried.
Moved by Councilman Sheridan, seconded by Council-
man Humeston that the City Attorney prepare an
RADIO ACTIVE Ordinance requiring a permit to possess radio-
MATERIAL active materials in the City of Tustin. Motion
carried.
It was requested that the Fire Chief and Police
CIVIL DEF, Chief bring recommendations for 2 men to attend
SCHO0L Civilan Defense School in San Francisco.
Moved by Councilman Humeston, seconded by Council-
FIRE man Mack, that the Secretary-Treasurer of the
SECT. TREAS. Fire Department receive $10.00 compensation per
month as of January 1st, 1961. Motion carried.
Moved by Councilman Byrd, seconded by Councilman
Mack that Resolution No. 541, approving liens
RES. #541 and specifications for the improvement of Third
THIRD ST. St. between D St. and Prospect Ave, and auth-
lMP. orizing and directing the City Clerk to advertise
for bids, be passed and adopted. Motion carried,
all councilmen voting Aye.

MRS. PEN- Sheridan, that Mrs. Pennington receive an additional

XMAS Sheridan, that the City Clerk be authorized to

man Byrd that meeting be adjourned to an adjourned
meeting Monday, November 28th at 7:30 P. M.
