AWARD OF CONTRACT FOR PREPARATION OF ENVIRONMENTAL IMPACT REPORT
SOUTH C~NTRAL REDEVELOPMENT AREA AI~NDI~NT
DISCUSSION:
The Redevelopment Agency previously initiated an amendment to the South Central
Project Area proposing expansion of the boundary to include approximately
additional acres in the industrial park. While staff is preparing the necessary
Redevelopment Plan it is necessary to seek professional assistance for
preparation of the necessary Environmental Impact Report.
Pursuant to the Redevelopment Agency's authorization, staff forwarded requests
for proposals in December 1984 to five responsible firms. The five firms
responded with proposals of which three firms were interviewed and questioned by
staff. Proposals ranged from $7,200 to $25,255 dependent upon the firms
qualifications and comprehensiveness of the proposed Environmental Impact
Report. Upon final review, staff recommends retention of the firm Phillips,
Brandt, Reddtck, Inc. of Irvtne due to their familiarity with the project area
and significant qualifications. Subconsultants to PBR will include the firms of
Austin Foust and Associates who will prepare the necessary circulation study
analysis and Stanley Hoffman Associates who will prepare the fiscal analysis.
RECOMMENDATION:
That the Redevelopment Agency appropriate funds in the amount of $21,165 and
authorize the Chairman to execute the necessary contracts between the Agency and
Phillips, Brandt, Reddick.
