BACKGROUND: Staff has received a request from Mr. John Craddock to change the parking regulations at the parking lot located adjacent to Centennial Park and addressed 14742 Devonshire Avenue. Mr. Craddock resides at 14752 Devonshire Avenue which is southerly and immediately adjacent to the parking lot. Concerns regarding the late evening use of this parking lot for uses other than parking have been previously expressed by a resident located easterly of the parking lot on Branbury Place. DISCUSSION: Mr. Craddocks request is to change the parking regulation from "no parking between the hours of 12 midnight and 6:00 a.m. daily" to "no parking from sunset to 6:00 a.m. daily". This requested change would coincide with the current hours of the Centennial Park operation. Mr. Craddocks request letter and pictures are attached for information. As in all cases which impact a community area, staff has requested the input from the Tustin Meadows Homeowners Association regarding this matter. The Homeowner's Association is opposed to any change in the parking regulations for this parking lot, as outlined in their written response (copy attached). Staff has reviewed the request and feels that if any change is made on this particular lot at 14742 Devonshire Avenue, that the same conditions should be imposed on the parking lot located on the easterly side of Centennial Park at 14711 Canterbury Avenue. As shown in the photographs, there is a periodic need to clean up bottles, cans, etc. from the parking lot. These bottles and cans are apparently the result of non-alcoholic and alcoholic beverages that are consumed in the area. The individual who just painted our house, !qr. Ken Curry, suggested I write to you about proposing a change in a parking lot sign. I live in Tustin Meadows (14752 Devonshire Avenue) which is at the cornmr of Sycamore and Devonshire. Our house is adjacent to the parking lot for Centennial Park I prooose the parking regulations be changed from "No parking between the hours of 12 midnight and 6 a.m. daily" {Attch. 1) to "No parking from sunset to 6 a.m." (Attch. 2). Since the parking lot is for Centennial Park parking only, it' makes sense to me that the parking lot hours (Attch. 1) should be the same as the park hours {Attch. 2 - closed from sunset to 6 a.m.). Changing the parking lot hours (i.e. "No parking from sunset to 6 a.m. daily") would cause all three signs to agree logically (Attch. 1, 2, 3). Since the parking lot is used at night to drink beer, etc. (Attch. ¢, 5, 6) cleanup by the City should be facilitated by these changes. Box 491, Tusdn, California 92680 February 27, 1985 Mr. Bob Ledendecker, Chief Engineer City of Tustin 300 Centennial Way Tustin, CA 92680 Dear Mr. Ledendecker At its' February 12th meeting, the Tustin Meadows Board of Directors unanimously passed a resolution requesting that the Tustin City Council deny a resident's request that the Parking Hours sign in the Centennial Park parking lot(s) be changed to read "No Parking Between Dusk/Sunset and 12 Midnight." The Board felt that changing the sign(s) would adversely affect more residents than leaving it the way it is. These lots are often used for overflow parking for the Clubhouses and are welcomed as additional off-street parking in the evening. Sincerely yours, Kathy Weil Civic Liaison Director
