BACKGROUND:. CalTrans is proposing certain freeway construction along the Costa Mesa (Newport) Freeway between Bristol Street in Costa Mesa and Lincoln Avenue in Orange. This work will generally consist of the following: 1. Grinding of the ~1 and ~2 lanes in both directions between Bristol Street and Irvine Blvd. (4th Street) to improve the riding quality of the freeway pavement. . 2. Replacement of the metal be~m guard rail in the center median with'the concrete type jersey barrier between Dyer Road and Lincoln Avenue. 3. Crack and seating of concrete pavement and placement of asphaltic concrete overlay (similar to work recently completed on the Santa Ana Freeway) between Irvine Blvd. (¢th Street) and Lincoln Avenue. 4. Restriping of Costa Mesa Freeway from three travel lanes in each direction to'four 11 ft. travel lanes in each direction between Dyer Road and Lincoln Avenue. DISCUSSION: Caltrans indicated that all work will be done in the evening hours and will require some freeway closures for the work described in item 3 above. These closures will detour traffic to Tustin Avenue northerly of Irvine Blvd. and should have minimal impacts to Tustin and our residents. Bids for this work were opened on March 11, 1985 and it is anticipated that construction will commence about mid-May. CalTrans has named Mi. Leslie A. Brooks as the Resident Engineer for the project. He is the same gentleman who administered the recent Santa Aha Freeway rehabilitation project.
