BUSINESS · ~ ~. - NO. 3 FROM: BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SU BJ ECT: REQUEST FOR REMOVAL OF PARKING RESTRICTIONS RECOMMENDATION: That the Tustin City Council, at their meeting of May 6, 1985, authorize the removal of parking restriction signs along Marshall Lane between Santa Clara Avenue and Fairhaven Avenue as requested by seventy three percent of the residents/property owners. BACKGROUND: Staff has received a petition signed by thirty (30) residents/property owners along Marshall Lane between Santa Clara Avenue and Fairhaven Avenue to have the parking restriction signs removed. The signs currently prohibit on-street parking during the hours of street sweeping operation between 6:00 a.m. and noon on Wednesdays. In June/July, 1984, at the request of residents along Marshall Lane between Santa Clara Avenue and Fairhaven Avenue, staff mailed a questionnaire to all residents/property owners along that street which solicited a response of for or against the installation of signs restricting parking during street sweeping operations. Following is a recap of that questionnaire: Questionnaires Mailed ............................... 41 (100%) Residents/Property Owners Responding ................ 26 {63%) Residents/Property Owners Not Responding ............ 15 {37%) Results of Those Responding Residents/Property Owners in Favor .................. 14 (54%) Residents/Property Owners Not in Favor .............. 11 (42%) Residents/Property Owners No Opinion ................ I (4%) On July 16, 1984, the City Council authorized the installation of the parking restriction signing based upon 54% of the responding residents/property owners being in favor of t~e parking restriction. DISCUSSION: The attached petition contains 30 signatures of residents/property owners or 73% that are requesting the removal of said parking restriction signs on Marshall Lane, REQUEST FOR REMOVAL OF PARKING RESTRICTIONS APRIL 18, 1985 PAGE 2 It was explained to the resident submitting the petition that the city is currently working on a plan to restrict parking throughout the city during street sweeping hours. This plan would only restrict parking on one-half of the street at any one time. The completion of this city wide study has been delayed due to the continued heavy workload of staff as it relates to the East Tustin development and other major projects throughout the city. It is anticipated that it will be an additional 6-8 weeks before the study can be completed. Attached, is a copy of a map which delineates (shaded in blue) the residents/property owners which signed the petition.
