LAIlI, DIRECTOR OF COld,UNITY DEYELOPHENT CONTINUED CONSIDERATION OF USE PERNIT 85-6 GATES OFFICE BUILDING LOCATION: REQUEST: 450 HEST FIRST STREET AUTHORIZATION TO DEVELOP AN OFFICE BUILDING DISCUSSION: The City Council at its meeting on April 15, 1985 considered an application by Mr. Harry Gates to construct a 5,600 square foot three story office and retail buildtng at 450 W. First Street. Upon closing the public hearing, the Council voted to continue the matter to the May 20, 1985 meeting and directed the applicant to remove the buildlng's third floor and submit revised plans reflecting Council's concerns which included the highly visible first floor parking. Attached to this transmittal are Mr. Gates' revised plans submitted for Council consideration. The building height has been reduced to two stories with a one floor office building over grade level parking. Further, the parking area is still highly visible from First Street, and secondly, the building's architecture has been completely changed. Additionally, the building has been increased 1,000 square feet in area to a total of 6,600 square feet. It was staff's impression that Council, on April 15th, sought removal of the third floor office space to limit the buildings height and enclosure of the objectionable under-building parking as viewed from First Street. Staff was not aware Council directed an increase in building size. Further, since the plans submitted are conceptual and quite difficult to evaluate, staff would not recommend these plans be considered the final design. Should the Council wish to approve this project, a condition should be imposed requiring final precise plans approved by staff which would include extensive enclosure of grade level parking. City Council Report Gates page two Since the parking now provided does not meet the proposed ratio of one space for each 250 square feet of building floor area as previously proposed by Council, consideration should be given to restricting the building to its approval by the Planning Commission at,5,600 square feet.
