HomeMy WebLinkAboutNB 4 ROAD IMPROVE'S 05-20-85TO: FROM: SUBJECT: WILLIAM HUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER AUTHORIZATION TO ADVERTISE FOR BIDS LAGUNA ROAD AND JAMBOREE ROAD IMPROVEMENTS RECOMMENDATION: That the Tustin City Council, at their meeting of May 20, 1985, pass and adopt the Resolution approving plans and specifications for the Laguna Road improvements between Browning Avenue and the easterly boundary of the Tustin Auto Center, and Jamboree Road improvements between Bryan Avenue and the Santa Ana Freeway; and, authorizing the advertisement of bids; or In the event plans and specifications are not finalized by May 20, 1985, schedule a special adjourned Council meeting for either May 23rd, 24th or 27th. BACKGROUND: The subject project consisting of full street improvements including drainage facilities and all utilities along both ° Laguna Road from Browning Avenue to the easterly boundary of the Tustin Auto Center. ° Jamboree Road from Bryan Avenue to the future Santa Ana Freeway right-of-way. is a part of the East TUstin area and more specifically the Tustln Auto Center. It is proposed to construct these improvements as a part of the East Tustin Assessment District as Phase I, Infrastructure Improvements. In order to expedite the construction of these public improvements and meet the critical deadline date of January, 1986 for Auto Center occupancy, it will be necessary to accelerate these improvements as a separate construction contract from the overall Assessment District infrastructure improvements. It is proposed that the City of Tustin and The Irvine Company will execute a Reimbursement Agreement which will provide for The Irvine Company to front all costs related to these proposed improvements until such time funds are available from the sale of Assessment District bonds. The Agreement then provides for The Irvine Company to be reimbursed for all eligible costs from these funds. This Reimbursement Agreement is also scheduled for City Council action on the May 20, 1985 agenda. MAY 15, 1985 PAGE 2 DISCUSSION: The final improvement plans are currently being completed by The Irvine Company's Engineering Consultant. It is anticipated that these plans will be completed for City Council action on May 20, 1985. At that meeting, a Resolution approving plans and specifications and authorizing the advertisement of bids will be presented to the Council for their action. This Resolution will be available as a handout to the Council on May 20, 1985 subject to completion of plans and specifications. In the event there is a delay in the completion of said plans, staff is requesting a special adjourned Council meeting on May 23rd, 24th or 27th. This will allow the accelerated bid process to maintain the June 17, 1985 bid award date. June 17, 1985 - June 17, 1985 The cost estimate for these improvements will be available upon finalization of the plans and will be presented with the aforementioned Resolution. Any action of approval of the subject plans should be made either after or concurrently wJth the approval of the previously mentioned Reimbursement Agreement.
