HUSTON, EXECUTIVE DIRECTOR AUTHORIZATION TO ADVERTISE FOR BIOS & APPROPRIATION FOR REPLACEMENT OF FLUORESCENT FIXTURES WITHIN CIVIC CENTER COMPLEX PARKING LOT & ANO EXPANSION OF CITY HALL ADMINISTRATIVE OFFICES RECOMMENDATION That the Agency appropriate funds and authorize the City Clerk to advertise for bid the following projects: (A) replacement of fluorescent fixtures within the Civic Center Complex Parking Lots; (B) City Hall Building Modifications. BACICGROUNO The replacement of Civic Center parking lot fluorescent light fixtures to high pressure sodium vapor lights will reduce the City's annual energy cost and entitle the City to a rebate from the Southern California Edison Company. High pressure sodium vapor is cheaper and more efficient than the fluorescent lighting. As the Agency is aware, the 1984-85 General Fund budget includes monies to prepare a space needs study for the Civic Center. With the future growth in population, the study is needed to determine if, when and how the Civic Center should be modified to accommodate expanded City services. However, as Tustin is now the focal point of a number of major local and regional issues, City administrative offices are inadequate for the day-to-day scheduling and conduct of operations. The current conference facilities (two rooms, each with a seating capacity of ten) must attempt to meet the demands of seven separate City departments and several Community Services programs. The demand for space far exceeds the availability. The proposed expansion will add 530 square feet of conference and meeting space to the administrative offices. The projects are separated to allow for individual contracts and therefore lower bids. Also, a separate contract for the lighting fixtures will facilitate the Southern California Edison rebate. The estimate for the building modification project is sgo,o00. The estimate for the light fixture replacement project is $35,000. RDA 85-2 A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR BUILDING MODIFICATIONS TO THE EXISTING CITY HALL FACILITY AND DIRECTING THE SECRETARY TO ADVERTISE FOR BIDS WHEREAS, it is the intention of the Redevelopment Agency of the City of Tustin, California, to make modifications to the existing City Hall Facility, and; WHEREAS, the Community Development Director has presented plans and specifications for the construction of said work; NOW THEREFORE, BE IT RESOLVED that the plans and specifications presented by the Community Director be and are hereby approved as the plans and specifications for: CITY HALL BUILDING MODIFICATIONS BE IT FURTHER RESOLVED that the Secretary is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid specifications which said advertisement shall be substantially in the following words and figures to-wit: "NOTICE TO CONTRACTORS" SEALED PROPOSALS will be received at the office of the Agency Secretary, Tustin City Hall, 300 Centennial Way, Tustin, California, until 9:00 A.M. on the llth day of June, 1985, at which time they will be publicly opened and read, for performing work as follows: CITY HALL BUILDING MODIFICATIONS Bids are required for the entire work described herein: Schedule of Work Items Item No. Description Building modification improvements to the City Hall Facility in accordance with the plans and specifications submitted. All final selections require the review and approval of the City of Tustin: Quantit~ 1L.S. a. Carpet b. Wall coverings required beyond those indicated on drawings and specifications. c. Cabinets and plumbing fixtures in Conference Room. d. Louvered sliding doors in Conference Roomand City Manager's office. The proposed work as shown on the plans and specifications on file with the Secretary are approximate only, being given as a basis for the comparison of bids, and the Tustin Community Redevelopment Agency does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work or to omit portions of the work as may be deemed necessary or advisable by the Community Development Director. Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the Secretary, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of $10.00 per set, which amount shall be non-refundable. Plans and specifications will be mailed out upon payment of $15.00 per set, which amount shall be non-refundable. In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by one of the following forms of bidder's security: a. Cash b. Cashier's check made payable to the Tustin Community Redevelopment Agency. c. Certified check made payable to the Tustin Community Redevelopment Agency. d. Bidder's bond executed by an accredited surety insurer, made payable to the Tustin Community Redevelopment Agency. The security shall be in an amount equal to at least ten percent {10%) of the amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Security Bond for payment of labor and materials will be required in the amount of fifty percent (50%) of the estimated total contract price. A Faithful Performance Bond in the amount'of one hundred percent (100%) of the estimated total contract price will be required. Said bonds shall be of the form attached to the contract documents and shall be issued by a Surety Company rated Grade A or better and Class IX or better by the latest edition of Best's Key Rating Guide. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 25 26 27 28 Tustin Community Redevelopment Agency reserves the right to reject any or all bids, and/or waive any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. The contract will be awarded to the lowest qualified bidder. Provisions of the State Contract Act are not applicable, and prospective bidders will not be required to be prequalified. All work to be done under the direct supervision of the Building Official, City of Tustin. All work to be paid for at the unit price from appropriated monies. The Redevelopment Agency of the City of Tustin has obtained from the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the Secretary. Not less than' said prevailing rates shall be paid to workers employed on this public works contract as required by Labor Code-Sections 1771 and 1774 of the State of California. The foregoing is being given as a basis for the comparison of bids, and the Tusttn Community Redevelopment Agency does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work or to omit portions of the work as may be deemed necessary or advisable by the Engineer. The provisions of Section 4-1.03B, "Increased or Decreased Quantities," of the Standard Specifications shall not apply to this contract. Specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the Secretary, Tustin City Hall, 300 Centennial Way, Tusttn, California, 92680, upon payment of $5.00 per set, which amount shall be non-refundable. Plans and specifications will be mailed out upon payment of $7.00 per set, which amount shall be non-refundable.
