OF THE TUSTIN CITY COUNCIL,
MARCH 21st, 1960
MEMBERS PRESENT: Kidd, Tadlock, Humeston, Bacon & Byrd
ABSENT : None.
CITY ATTORNEY : Dennis D. Hayden, present.
CITY ENGINEER : J. L. MCBride, present;
Mayor Kidd called the meeting to order at 7:40 P,M.
On motion of Councilman Byrd, seconded by Councilman
Bacon and duly carried, minutes of the last meeting
were approved as mailed.
VOLUNTEERS A request by the Volunteers of America, Long Beach,
OF AMERICA California, to permit solicitation and pickups for
REQUEST "discards" was granted, on motion of Councilman
Tadlock, seconded by Councilman Bacon and carried.
ZONING SOUTH It was moved by Councilman Byrd, seconded by Council-
TUSTIN AVENUE man Tadlock that the recommendations regarding Zoning
ANNEXATION and Setbacks for the proposed "SOUTH TUSTIN AVENUE
ANNEXATION" as set forth in Planning Commission
RESOLUTION NO. 529, be received and filed. Motion carried.
CLARIFICATION Mayor Kidd appointed Councilmen Bacon and Humeston a
ORDINANCE committee to come up with a recommendation to clarify
NO. 95 paragraph (A) of Section 3, Ordinance No. 95.
PAVING City Engineer McBride presented a tentative agreement
HOLT AVENUE with the County of Orange for the paving of that portion
of Holt Avenue within the City of Tustin.
AGREEMENT Councilman Humeston moved, seconded by Councilman Byrd
PAVING HOLT that said agreement for paving Holt Avenue be approved
AVENUE and the Mayor and City Clerk be authorized to sign
same. Motion Carried.
ADOPTION It was moved by Councilman Byrd, seconded by Council-
RESOLUTION man Tadlock that RESOLUTION NO. 501, "RESOLUTION OF
NO. 501 THE CITY COUNCIL OF THE CITY OF TUSTIN ADOPTING AND
APPROVING THE MASTER AGREEMENT FOR EXPENTITURE OF FUNDS
ALLOCATED UNDER SECTION 2107.50 OF THE STREETS AND
HIGHWAY CODE", be adopted. Motion carried, all
Councilmen voting Aye.
BIDS FOR , Councilman Tadlock moved seconded by Councilman Bacon
IMPROVEMENT that City Engineer McBride be authorized to receive:
OF SIXTH bids for the improvement of Sixth Street West of
Pacific Street. Motion carried.
AUTHORIZED Councilman Tadlock moved, seconded by Councilman
TO SIGN Byrd that Mayor Kidd be authorized to sign an agree-
AGREEMENT ment with the properby owners adjacent to Third Street
THIRD STREET between D Street and Prospect Avenue for the improve-
IMPROVEMENT ment of said street. Motion carried.
Santa Ana On motion of Councilman Humeaton, seconded by Council-
Valley Irr. man Byrd and duly carried, Mayor Kidd was authorized
to sign for the City of Tustin, the written assent of
shareholders of Santa Ana Valley Irrigation Company to
repeal existing bylaws and adopt new bylaws.
Councilman Humeston moved, seconded by Councilman
Majuris Tadlock that the city protest the issuance of an
on-sale Beer on-sale Beer and Wine license to Majuris Family
and Wine Restaurant at 1111 Laguna Road. Motion carried.
It was moved by Councilman Humeston, seconded by Council-
Recreation man Bacon that the State Director of Recreation be asked
and Parks to submit a report on the feasibility of establishing
District a Recreation and Parks District in the Tustin-Greater
Tustin Area. Motion Carried.
Councilman Tadlock moved, seconded by Councilman
Ord. No,133 Humeston that Ordinance No. 133 have its second reading
by Title only. Motion carried, all Councilmen voting Aye.
Councilman Bacon moved, seconded by Councilman Tadlock
Ord. No.133 that Ordinance No. 133, be adopted. Motion carried,
adopted all Councilmen voting Aye.
Fire Chief Morgan Hilton reported that the Signal Cafe
Signal Cafe had not completed the required improvements in order
to be granted a Dance Permit.
Councilman Humeston moved, seconded by Councilman
Thermofax Tadlock that a Thermofax duplicating machine be purchased.
Motion carried.
Councilman Tadlock moved, seconded by Councilman Byrd
Holiday that a Dance Permit be granted the Holiday Cafe.
Cafe Motion carried.
Councilman Bacon moved, seconded by Councilman Tadlock
Mella Dee that a Dance Permit be granted the Mella Dee Inn, hours
Inn to conform as stated in their application. Motion carried.
It was moved by Councilman Tadlock, seconded by
Resolutin Councilman Bacon that Resolution No. 502 be adopted.
No. 502 Motion carried, all Councilmen voting Aye.
Moved by Councilman Bacon, seconded by Councilman Byrd
that the bills be paid. Motion carried.

Councilman Bacon moved, seconded by Councilman Humeston
that the meeting be adjourned until Monday, March 28th,
1960 at 7:30 P. M. Motion carried.
