SUBJECT: ASSESSMENT DISTRICT NO. 85-1 IMPROVEMENTS, JAMBOREE RD. AND LAGUNA RD.
(EL CAMINO REAL)
RECOMMENDATION:
It is recommended that the Tustln City Council, at their meeting of June 17, 1985,
award the contract for Assessment District 85-1 improvements, Jamboree Road and
Laguna Road (El Camino Real), to Sully-Miller Construction Co. of Long Beach in
the amount of $1,638,242.26.
BACKGROUND:
In May, 1985, the City Council authorized the advertisement of bids for Assessment
District No. 85-1 improvements along Laguna Rd. (El Camino Real) between Browning
Ave. and the easterly boundary of the Tustin Auto Center and Jamboree Road between
Bryan Avenue and the Santa Aha (I-5) Freeway.
These improvements are a part of the Assessment District No. 85-1 programed
improvements and are being accelerated to provide access to the upcoming Auto
Center development. Assessment District bonds have not yet been sold to provide
funding for these improvements, but an agreement between The Irvine Co. and the
City of Tustin has been executed by both parties to provide a funding vehicle for
these improvements. This agreement obligates The Irvine Company to pay for all
improvement and related costs that are incurred by the City prior to the bond
sale, subject to reimbursement by the City from monies derived from the bond
sale. The City will not have to frontend any costs related to these improvements.
DISCUSSION:
Bids for the subject improvements were opened on June 11, 1985 at 10:00 a.m. and
were received as follows:
Sully-Miller Construction Co., Long Beach ................ $1,638,242.26
Griffith Co., Santa Aha .................................. 1,760,673.15
S.A. Healy Co. & Associates, Azusa ....................... 1,820,447.70
The low bid is 11.1% below the engineer's estimate of $1,842,218.85.,
Attached, for the City Council's information, is a tabulation of all bids
received.
