Puckett moved, Well second to approve the remainder of the Consent Calendar. Motion
carried 4-0.

Well moved, Puckett second to approve Use Permit 85-11 by the adoption of Resolution
No. 2237 with the addition of Condition of Approval No. 3 that the existing sign must
be removed. Motion carried 4-0.

Chairman White opened the public hearing at 7:48 p.m. George Hillyard, project
applicant, expressed his opposition to the 10 foot dedication required by the
engineering department. Frank Greinke, 1011Laguna Road, supported this project and
the applicant's request to waive the 10' dedication. Harry Ericson, enginner for
Mobil Oil, stated their current lease has ten years left and they normally renew
their leases for 10 or 20 years.
Puckett moved, McCarthy second to approve Use Permit 85-13 by adoption of Resolution
No. 2228 and forward to the City Council. Motion carried 3-1, Well opposed.

An area bounded by the I-5 freeway, Bryan Avenue, Browning
Avenue and the proposed Jamboree Road.
To amend the General Plan Land Use designation and property
zoning to permit development of a Planned Residential Community
consisting of single-family detached, attached and apartment
dwelling units adjoining a public park.
Presentation: Donald D. Lamm, Director of Community Development
Chairman White opened the public hearing at 8:42 p.m. Clayton Parker, attorney for
school district, expressed the school district's concerns. A woman spoke from the
audience about her concern with increased traffic generated from East Tustin.
Seeing no one further wishing to speak, Chairman White closed the hearing at 8:47
p.m. After considerable Commission discussion Well moved, Puckett second approval of
Draft EIR 84-3 by approving Resolution 2223. Motion carried 4-0. Puckett moved,
Well second approval of General Plan Amendment 84-4 by approving Resolution 2224.
Motion carried 4-0. McCarthy moved, Well second approval of Zone Change 85-4 to
include changes to the Planned Community Regulations increasing parking in the
townhouse/condominium area, decreasing density and prohibiting poultry by approving
Resolution 2225. Motion carried 4-0.

To subdivide approximately 107 acres of land providing for
development of specific land uses pursuant to the Phase I
Planned Community zoning regulations.
Presentation: Donald D. Lamm, Director of Community Development
Chairman White opened the public hearing at 10:00 p.m. Clayton Parker, TUSD
representative, addressed the Commission regarding a condition be imposed requiring
The Irvine Company to satisfy the District's needs for school facilities prior to
recordation of the final map. Staff was requested to reply. Staff indicated that
the condition as originally presented was reviewed and recommended by the City
Attorney and complies with applicable State and local ordinances.
Carol Taylor, 13532 Farmington, questioned the TUSD representative when Utt School
would be reopened.
Chairman White closed the hearing at 10:08 p.m. White moved to approve Tentative
Tract Map 12345, Puckett second for discussion purposes. Discussion ensued
concerning increased flooding potential during construction of the auto center and
the Irvine Company's request for the berm improvement to be at the discretion of the
City Engineer. The Irvine Company also pointed out their difficulty with Condition
#20 and requested "dedication" be removed.
Following several motions and amended motions the Commission approved by a vote of
4-0 to approve Tentative Tract Map 12345 with the following modifications: berm
improvement be at the discretion of the City Engineer; "dedication" be removed from
Condition #20; density be reduced to 1,050 dwelling units.
10. VARIANCE 85-3

Chairman White opened the public hearing at 10:35 p.m. James Needham, applicant,
made himself available for questions. White closed the hearing at 10:38 p.m.
Puckett moved, McCarthy second to approve Variance 85-3 by approving Resolution
2242. Motion carried 4-0.

approve Zone Change 85-5. Motion carried 4-0. Puckett moved, Well second to approve
Specific Plan No. 9. Motion carried 4-0.
12. SOUTH/CENTRAL COMMUNITY REDEVELOPMENT DEIR AND PROJECT PLAN
Review and consideration of a Draft Environmental Impact Report {EIR 85-1) for the
proposed amendment to the South/Central Redevelopment Project. The subject
properties are located in the territory bounded by Edinger, Redhill Avenue, ValenCia,
and the Costa Mesa (SR-55) Freeway. Copies of the Draft EIR are available for
inspection at the Community Development Department in Tustin City Hall and the Tustin
Branch of the Orange County Library.

Chairman White opened the public hearing at l[:O0 p.m. Seeing no one wishing to
speak he closed the hearing at 11:00 p.m. Weil moved, McCarthy second to approve by
adopting Resolution 2241. Motion carried 4-0. Pucker[ moved, Wetl second to
authorize by Minute Order a response to the City of Santa Aha.
