RECOI~IENDATION:
That the Tustln Redevelopment Agency at their meeting of June 17, 1985 award the
bid to Frank Ultimo Construction in the amount of $80,652 for building
modifications to the City Hall facility.
BACKGROUND:
In May, the Tustin Redevelopment Agency authorized staff to proceed with a bid
to modify the City Hall facility and parking lot lighting. The preliminary cost
estimate for the City Hall modifications was $65,000, while the engineer's
estimate for the lighting work totaled $35,000.
Although five contractors purchased a copy of the bid package for the City Hall
modifications, only one contractor returned the bid to the City. The apparent
lack of interest in the project could be attributed to the current high level of
construction in the County, the small size of the project, and the specific
nature of a small remodeling job in a municipal building.
The contractor that returned the bid was Frank Ultimo Construction, with an
estimated construction cost of $80,652. The breakdown by item for the bid
includes: $68,622 for modifications to the City Hall facility in accordance
with plans and specificatios; $400 for removal of landscaping and sprinklers and
reconstruction of sprinkler system; $11,630 for selection and installation of
selected item, such as carpeting, wall coverings, cabinets and plumbing
fixtures, and louvered sliding doors. The price estimate is approximately
$15,652 over the estimated cost of $65,000.
While this project was over the estimated amount, the low bid for the
modification to the parking lot fixtures was $19,910, a total of $15,090 below
the engineer's estimate. When the two projects are considered together, the
difference is only $562, or .56% higher than the estimated cots.
Since the City received only one bid, staff has asked for references from Frank
Ultimo Construction. This firm is currently performing work for Tustin Water,
and the Engineering Deprtment is satisfied with their work product.
Additionally, employees with the County that have administered contracts with
Ultimo Construction reported excellent results and good work product.

If the Redevelopment Agency is concerned with the turnout of only one bid, the
project can be readverttsed. This process will take approximately three months
to reach this stage, with no guarantee that additional contractors will bid the
project. Staff would recommend that Frank Ultimo Construction is a responsible
bidder, and that the Redevelopment Agency accept his bid and award the contract.
