MEMORANDUM OF UNDERSTANDING - EASTERN CORRIDOR ALIGNMENT
RECOI~4ENDATION
That the City Council approve the attached Memorandum of Understanding (MOU)
between the cities of Tustin and Irvine.
DISCUSSION
The MOU provides that the cities will jointly study five alternative
alignments of the Eastern Corridor between the Santa Aha Freeway {I-5) and
Irvine Boulevard. The alignment alternatives are attached to the MOU.
Through the MOU, the cities agree to complete the study and enter into an
agreement on the alignment on or before December 31, 1985.
There are three key provisions of the MOU which grant the safeguards sought
by the City Council with regard to the corridor alignment:

The cities agree to preserve existing structures; i.e., no
structures along I-5 will be removed;
The cities agree to preserve direct Myford Road arterial highway
access to parcels between 1-5 and Irvine Boulevard; and
The cities agree to pursue~construction of the Jamboree Road and
Myford Road interchanges at I-5.
These provisions set the parameters of the study and agreement on the
corridor alignment. From Tustin's perspective, the MOU is an acknowledgement
that the corridor alignment must take into account Tustin's existing and
planned land uses and the absolute necessity for a functional arterial
highway system in East Tustin.

THE CITIES OF llJSTIN AND IRVINE FOR
DETERMINATION OF A MUTALLY
ACCEPTABLE ALIGNMENT FOR TIlE
EASTERN I~RANSPORTATION CORRIDOR
This Memorandum of Understanding is entered into by the City of Tustin, a
Municipal Corporation ("Tustin") and the City of Irvine, a Municipal
Corporation {"Irvine"), as of the day of July, lg85.
RECITALS
A. Based on existing and anticipated future traffic volumes and emerging
development patterns, the cities of Irvine and Tustin recognize the need
for the Eastern Transportation Corridor as an integral part of the regional
circulation system.
B. Given the status of current County Corridor planning efforts, it is in the
cities' best interests to identify a mutually acceptable alignment for the
Corridor and a compatible configuration for the adjacent local arterial
circulation system.
C. The cities recognize that in conjunction with planning for the Eastern
Corridor, it is necessary and desirable to:
1. Minimize the impact on existing and planned land use and preserve
existing structures;
2. Preserve direct Myford Road arterial highway access to parcels
between Interstate 5 and Irvine Boulevard;
3. Pursue construction of the Myford Road and Jamboree Road
interchanges with the Santa Ana Freeway (I-5); and
4. Maximize each city's land use goals in their respective General
Plans.
AGREEMENT
A. In consideration of the mutual agreements and covenants contained herein,
the parties agree to participate in the study process described and to
resolve, fix and agree as herein below set forth:
I. A Review Committee shall be established which consists of City
Council and staff representatives from each city.
2. The Committee shall continue the study of the attached alignment
alternatives and configurations previously designated as F-l,
F-2, G-l, G-2, and H-l, and shall study additional variations of
those alternatives, as appropriate.

The Committee shall perform a detailed analysis of the horizontal
and vertical alignments and traffic circulation impacts of
arterials such as Harvard Avenue and Myford Road and the Eastern
Corridor.

The Committee shall study the feasibility of shifting the
centerline of I-5 to the north within the limits of right-of-way
as established by development north of the freeway.
5. The Committee shall study the sequential development of the above
land use and transportation facilities.

The Committee shall investigate alignments north of the Santa Ana
Freeway (I-5) which maintain a maximum distance from the Corridor
to existing residential dwellings and in no case shall the
distance be less than 3/4 mile.
7. The cities shall complete the study and enter into an agreement
on the Eastern Corridor alignment on or before December 31, 1985.
B. Upon the successful completion of the study processes and entering into the
agreement, the cities agree to cooperatively pursue the conceptual
configuration derived from the above process with the County of Orange and
CalTrans.
C. This agreement is made and entered into to be effective as of the day and
year first above written.
