MINUTES OF A REGULAR MEETING OF
THE TUSTIN CITY COUNCIL, JANUARY 4, 1960
MEMBERS PRESENT: Kidd, Tadlock, Bacon & Byrd.
ABSENT : Humeston.
CITY ATTORNEY : Dennis D. Hayden, present
CITY ENGINEER : J. L. McBride, present.
Mayor Kidd called the meeting to order at 7:30 P. M.
It was moved by Councilman Bacon, seconded by Councilman
Tadlock, that minutes of adjourned meeting of December
31, 1959 at l2: M and the regular meeting of December
31st, 1959 be approved as mailed. Motion carried.
PERMISSION Permission was granted to the Orange County Heart
GRANTED ON Association to campaign for funds during the month
HEART of February 1960, on motion of Councilman Bacon,
DRIVE seconded by Councilman Byrd and duly carried.
R. Nelson, District Superintendent of the Tustin
INVITATION Elementary School District, in a letter dated December
TO ATTEND 28, 1959, invited Mayor Kidd and members of the
MEETING Council to attend the next meeting of the School Board
OF SCHOOL on January 11, 1960, to discuss problems confronting
BOARD both the School District and the City of Tustin.
City Engineer McBride presented a map showing a
PROPOSAL proposed Master Plan of Highways and Roads for Orange
OF MAP County projected to 1980, and informed the Council
SHOWING that it was proposed to increase the Gasoline Tax
PROPOSED by one cent per Gallon, 60% going to cities approving
MASTER the plan and 40% to the County.

Councilman Byrd moved, seconded by Councilman Bacon
that RESOLUTION NO. 493, A RESOLUTION OF THE CITY
RESOLUTION COUNCIL OF THE CITY OF TUSTIN APPROVING AND CONFIRM-
NO.493 ING THE APPOINTMENT OF FRANK CLARK TO A REGULAR
CONFIRMING FOUR YEAR TERM ON THE PLANNING COMMISSION OF THE CITY
APPOINT- OF TUSTIN," be adopted. Motion carried, all Councilmen

It was moved by Councilman Tadlock, seconded by
PETITION Councilman Bacon, that the Petition and Affidavits
& AFFIDA- attached for the proposed "Yorba Street Annexation",
VITS FOR be received and filed. Motion carried.

Councilman Tadlock moved, seconded by Councilman Byrd
that RESOLUTION NO. 494, "A RESOLUTION OF THE CITY
RESOLUTION COUNCIL OF THE CITY OF TUSTIN DECLARING ITS INTENTION
NO. 494 TO CALL A SPECIAL ANNEXATION ELECTION AND FIXING A
TIME AND PLACE FOR PROTESTS BY PROPERTY OWNERS," be
adopted. Motion carried, all Councilmen present voting
Aye.
RESOLUTION It was moved by Councilman Tadlock, seconded by Council-
NO. 495 man Bacon that RESOLUTION NO. 495, "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TUSTIN, GIVING NOTICE OF A
PUBLIC HEARING FOR THE PURPOSE OF CONSIDERING AND

DETERMINING USE ZONING AND BUILDING LINE SETBACK
REQUIREMENTS TO BE ESTABLISHED WITHIN THE TERRITORY
DESIGNATED 'YORBA STREET ANNEXATION' TO THE CITY
OF TUSTIN, WHICH ZONING AND BUILDING LINE REQUIREMENTS
SHALL BE CONTINGENT ONLY UPON FINAL ANNEXATION OF
SAID TERRITORY TO THE CITY OF TUSTIN", be adopted.
Motion carried, all Councilmen present voting Aye.
HOLTHE City Attorney Hayden suggested that a representative
DISPOSAL from Holthe Disposal Service be present at the next
ASKED TO BE council meeting to clarify a request to amend their
PRESENT AT existing contract. The City Clerk was instructed to

seconded by Councilman Byrd and duly carried.

Councilman Tadlock moved, seconded by Councilman Byrd that
