HomeMy WebLinkAboutCC 4 SR CTR BOND ACT 07-15-85 CONSENT CALENDAR NO. 4 July 8, 1985 TO: FROM: SU BJ ECT: The Honorable Mayor and City Council Director of Community and Administrative Services RESOLUTION APPROVING APPLICATION FOR SENIOR CENTER BOND ACT FUNDS RECOMMENDATION Approve Resolution No. 85-74 authorizing the application for 1984 Senior Citizen Bond Act funds for the Tustin Multipurpose Senior Center Project in the amount of $1,210,000. BACKGROUND As Council is aware, the Senior Center Bond Act was passed last November, authorizing funds for senior center construction in the State of California. Approximately three million dollars is available in the County of Orange, and staff is applying for $1,210,000. of those funds for the Tustin Multi- purpose Senior Center. In order to meet project and application deadlines, Council is requested to approve the attached Resolution. Resolution No. 85-74 will accompany the application for the project. Royleen A. White, Director Community and Administrative Services RAW/kaw Attachment 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 85-74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN APPROVING THE APPLICATION FOR FUNDS UNDER THE CALIFORNIA SENIOR CENTER BOND ACT OF 1984 FOR TUSTIN MULTIPURPOSE SENIOR CENTER WHEREAS, the people of the State of California have approved the Senior Center Bond Act of 1984, which provides funds to public and private non-profit agencies for the purpose of acquiring, constructing, alterin§ or renovating senior centers and purchasing equipment or funding startup costs for senior centers; and WHEREAS, the California Department of Aging has been delegated the responsibility for the administration of the program, setting up necessary procedures governing applications by public and non-profit groups under the program; and WHEREAS, said procedures established by the California Department of Aging require the applicant to certify by resolution the approval of applications prior to submission of said applications to the State; and WHEREAS, the project(s) applied for under this program must be a high priority and satisfy the most urgent need with priority on unmet senior center needs from rural, low income and racial or ethnic minority areas; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin hereby 1. Approves the filing of an application for funding under the Senior Center Bond Act of 1984; 2. Certifies that the senior center will be available for use by all senior citizens; Certifies that said agency has or will have sufficient funds or other resources to operate and maintain the senior center funded under this program; and e Certifies that said agency has or will have available prior to commencement of any work on the project(s), matching money from a non-federal or non-state source; and Certifies that said agency will comply with all federal, state, and local environmental, public health, relocation, affirmative action, and clearinghouse requirements and all other appropriate codes, laws and regulations applicable to the project; and Certifies that the project(s) included in this application conform to the Area Plan on Aging for the Planning and Service Area in which the senior center is located; and 1 2 3 4 5 7 8 10 11 12 13 14 16 17 18 19 20 9.1 ~.5 27 28 Resolution No. 85-74, Page 2 e Appoints the City Manager as agent of the City of Tustin to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, reports, and so on which may be necessary for the completion of the aforementioned project(s).
