NEGATIVE DECLARATION, MULTI PURPOSE SENIOR CENTER
RECO)~4ENDATION
Adopt a Negative Declaration for the proposed project by minute order.
BACKGROUND
The City is in the process of purchasing approximately 1.2 acres of land
from the School District and adjacent to their headquarters for the
development of a Senior Citizen facility.
As part of the potential funding for this proposal, the City is preparing
grant applications from the Senior Center Bond Act. This grant requires
that the environmental documentation be completed on the proposed project
prior to the submittal of the grant. Therefore, to meet the requirements
of the grant, the City must prepare and complete an environmental
determination on the proposed Senior Center.
DISCUSSION
The Community Development Department prepared an initial environment
assessment for the proposed project and evaluated the impacts on the
surrounding area. Based on the study, staff feels that there is no
substantial effect on the environment and staff recommends that a Negative
Declaration be adopted.
To meet the public notification requirements, the subject parcel was posted
in three places, two along "C" Street and one along "B" Street.
Additionally, property owners in the vicinity of the parcel were notified
by mail of the proposed action.
The Council adoption of this Negative Declaration will complete the
environmental process for this proposal. The Negative Declaration does not
approve or commit the City to construct an 18,000 square foot Senior
Center; it only determines that if it is constructed up to 18,000 square
