REQUEST FOR TREE REMOVAL_r 14751 DEVONSHIRE AVE. (FILE #2695A)
RECOMMENDATION:
That the Tustin City Council, at their meeting of August 5, 1985, deny the request
for the removal of two trees at 14751 Devonshire Avenue.
BACKGROUND:
Staff has received a request from Guinevere G. Boswell of 14751 Devonshire Avenue
for the City to remove two parkway trees. {Copy attached). The two trees are
Canary Island Pines and are planted in a wide grass parkway adequate for ultimate
tree growth.
Current City Policy provides for the following:
Case I
Problem trees causing current or future damage to curb and
sidewalk will be removed by the City and replaced with a fifteen
gallon size tree at City expense subject to availability of funds.
Case II
Undesirable tree (City approved) due to extensive litter or other
problems will be removed by the City and replacement cost (tree,
labor, materials) at the expense of the adjacent property owner.
Case III -
Unapproved tree (not of a problem or desirable species) will be
removed by the City and replacement cost (tree, labor, materials}
at the expense of the adjacent property owner.
DISCUSSION:
Guinevere Boswell indicates the Canary Island Pine trees shed pine needles which
stain her new driveway and swimming pool.
Staff has sent a letter to the Tustin Homeowners Association requesting their
input into this matter. There response will be presented at the August 5th
meeting.
Pine trees are a continuous planting around both sides of the Tustin Meadows loop
street and replacement with a different type tree will result in a break in the
aesthetic appearance of the Tustin ~eadows Community. Additionally, any type of
tree utilized will drop leaves, branches, etc. which will require on-going
maintenance. The removal of two trees will not entirely eliminate the dropping

of pine needles on Ms. Boswell's lawn or swimming pool due to additional trees
being located immediately adjacent to her property.
Ms. Boswell has requested the removal of two pine trees in front of her residence
at 14751 Devonshire Avenue and has indicated that she will pay for the
replacement. The estimated replacement cost for each tree is $85.00.
These removals come under Case II of the current City Policy for tree removals.
However, with the maturity of the trees and the aesthetic impacts of the removals
on the entire Tustin Meadows Community, staff ~recommands against the-removal of
these trees.

In response to notice in the Tustin Meadows Messenqer, I
am writing requesting the removal of the two fir trees in
my parkway. I am extremely proud of my home and its sur-
roundings and spend a great deal of time, energy, and money
on maintenance. Everyone who passes my house comments on
the beauty of the lawn, the landscaping, and the coiorful
flowers which I replace periodically. Motorists stop to
admire the view and request info&marion on how the lawn is
kept so green. Last year a photographer and wedding party
asked if they could use my home and yard as a backdrop for
the wedding pictures.
The fir trees constantly shed their pine needles and the oil
stains my new concrete driveway, the sidewalk, and cover the
lawn and parkway within a few hours after the lawn has been
cut and the needles removed. The wind blows them into my pool
which I just had replastered and, if they are not removed
immediately, they stain the bottom of the pool. It is virtually
impossible to keep this noxious problem under control. I am
68 years old and, because of back surgery, it is very difficult
and painful for me to bend over and remove the dried needles
from my lawn and flower beds.
I request that you put this matter on the agenda for your
closest meeting and I sincerely hope that the City Council
approves the removal of these two trees. I will gladly pay
for city-approved trees to replace them.
