ACCELERATION OF CAPITAL IMPROVEMENT PROJECTS
RECOMMENDATION:
That the Tustin City Council, at their meeting of August 5, 1985, authorize the
following items for the Myford Rd. extension through MCAS(H):
1. Accelerate the engineering design and plan preparation.
2. Solicit proposals for engineering consulting services.
3. Preparation of a tri-party agreement between City of Irvine, The Irvine
Company and the City of Tustin.
4. Supplemental budget appropriation in the amount of $83,400.00.
BACKGROUND:
The City of Tustin has been an active participant over the last several years in
the promotion of two capital improvement projects:
o Extension of Myford/Jamboree Rd. between Moulton Parkway and
Barranca Rd. through MCAS(H) Tustin.
° Myford Rd. interchange at the Santa Ana (I-5) Freeway.
The extension of Myford Road through the MCAS(H) Base is a joint effort between
the City of Irvine, The Irvine Company and the City of Tustin with Tustin acting
as the lead agency on this project. This project was initially programmed for the
use of Federal Aid Urban (F.A.U.) funds in the amount of $205,000.00 for the
preparation of the Environmental Assessmet document and a portion of the
engineering design and plan preparation. The estimated cost for these services is
$280,000.00 which results in an estimated shortfall of $75,000.00.
The Myford Road/I-5 Interchange project is being administered by CalTrans as a
State Highway project and has been actively supported by the City of ~rvine, The
Irvine Company and the City of Tustin. This project is scheduled for construction
in the State Transportation Improvement Program (S.T.I.P.) for 1987-88. CalTrans
is currently designated as the responsible agency for environmental clearance and
engineering design.

DISCUSSION:
It has been requested that staff investigate the feasibility of accelerating the
engineering design on both of these projects so they may be "shelf ready" when
F.A.U. funds become available for construction of Myford Road through the Base and
to maintain the Myford Rd./I-5 Interchange on its 1987-88 construction schedule.
Staff has reviewed the acceleration of these projects with both the City of Irvine
and The Irvine Company and have received a positive response on the Myford Road
project through the MCAS{H} Base.
M~ford Road Extension through MCAS(H)
The acceleration of the engineering design on the Myford Rd. project will allow
the three agencies to maintain a "shelf ready" project when and if F.A.U. funds
are made available for construction. The next allocation of F.A.U. funding will
no doubt be a very competitive activity amongst all the Orange County cities and
as in the past, I am sure that the "shelf ready" projects will be in a better
position to obtain funding. The preliminary construction cost for this project is.
$5,000,000.00 of which 86% or $4,300,000.00 could be funded by F.A.U. funds. The
remaining $700,000.00 would be funded by the cities of Irvine and Tustin.
The estimated cost for the engineering design and plan preparation on the Myford
Rd. extension is $250,000.00. It is contemplated that this cost would be shared
equa~ly by the City of Irvine, The Irvine Company and the City of Tustin, or
approximately $83,400.00 per agency.
M~ford Road/I-5 Interchange
A review of this project has indicated that it probably would not be feasible or
an economical advantage to accelerate the engineering design process. This is a
CalTrans project and will be funded by State funds, if available. It does not
appear that a few months acceleration will enhance the CalTrans funding
situation. The estimated engineering fees for this design is $450,000.00.
Acceleration of this project above its current schedule is not -ecommended at this
time.
